SUBJECT: Police Facility Lobby Renovation —Award of Contract No. 3902
Recommendations:
1. Approve the project Plans and Specifications.
2. Award Contract No. 3902 to Houalla Enterprises Ltd., dba Metro Builders &
Engineers Group LTD., for the Total Bid Price of $249,400, and authorize the
Mayor and the City Clerk to execute the contract.
3. Establish $26,900 to cover construction contingency and other anticipated costs.
Discussion:
This project was previously advertised for bids in January 2007. At that time, the low
bid received was essentially twice the allocated FY06 -07 budget of $150,000. The
Council rejected all bids on March 13, 2007, and directed staff to make revisions to the
plans and specifications and rebid the project. During FY07 -08 additional funds were
allocated for this project for a combined total of $293,600.
To attract more bidders staff advertised this project for five weeks. At 11:00 a.m. on
March 19, 2008, the City Clerk opened and read the following Total Bid Prices for this
project:

The low Total Bid Price is four percent below the Engineer's Estimate of $260,000. The
low bidder, Houalla Enterprises Ltd., dba Metro Builders & Engineers Group LTD (Metro
Builders), possesses a California State Classification "B" Contractor's License as required
by the project specifications. Metro Builders has satisfactorily completed building and
other projects for the City and other public agencies.
Except for slightly reduced plate glass thickness at select window locations, the revised
plans and specifications are unchanged from those bid last time. This project consists of
replacing and upgrading the aluminum storefront, flooring, wall coverings, acoustical
ceiling tiles, lighting, air diffusers, reception desk, and construct two display cases for
NBPD memorabilia. Minor alternations within the lobby and public restrooms areas will
be constructed to comply with ADA requirements.
Environmental Review:
A Notice of Exemption has been filed with the County Clerk.
