April — The Preliminary budget is printed and distributed. Budget changes based on performance benchmarking. 13 City Budget Structure • General Fund — key operating fund in the City's budget Special Revenue Funds — State Gas Tax, Measure M, Environmental Liability, Contributions, Newport Annexation, etc. Enterprise Funds — Water and Wastewater Internal Service Funds — Insurance Reserve, Retiree Medical, Compensated Absence, and Equipment 14 General Fund The General Fund is the section of the budget that is most often discussed and is generally of most interest to residents. It is used to account for resources not required to be accounted for in another fund. It represents discretionary revenues and expenditures. Revenues are projected to be $153.4 million (68% of total City revenues).
