HomeMy WebLinkAbout03 - Parking in Front of Environmental Nature CenterCITY OF NEWPORT BEACH CITY COUNCIL STAFF REPORT Agenda Item No. 3 July 8, 2008 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: Public Works Department Brad Sommers 949 -644 -3326 or bsommers @city.newport- beach.ca.us SUBJECT: RESCIND RESOLUTION NO. 2007 -069 TO REMOVE BUS ZONE ADJACENT TO 1601 16TH STREET RECOMMENDATION: Rescind Resolution No. 2007 -069 which restricts parking and allows for vehicle removal, excluding buses, along 16"' Street between the hours of 8:30 a.m. and 2:30 p.m., Monday through Friday, adjacent to the Environmental Nature Center (ENC) at 1601 16"' Street. DISCUSSION: In June of 2007, Council passed Resolution No. 2007 -040 to establish a bus parking zone adjacent to the ENC until construction was completed and buses were able to access the site. In October, 2007, Resolution No. 2007 -040 was rescinded and Resolution No. 2007 -069 was adopted to post `Tow Away" signs to allow removal of cars parked within the established bus zone. The ENC has completed renovations to its facility and parking lot. Buses are now able to access the site and no longer require a special parking zone. Staff recommends rescinding Resolution No. 2007 -069, to return on- street parking along 16th Street, adjacent to the ENC, back to public parking without restriction (except for street sweeping). Environmental Review: Staff determined that the project is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15378 of the Guidelines. Badum Works Director RESOLUTION NO. 2008 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH RESCINDING RESOLUTION NO. 2007 -069 WHEREAS, Section 12.40.190 of the Newport Beach Municipal Code provides, among other things, that when authorized signs are in place giving notice, standing or parking of vehicles will be subject to removal thereof as the City Council shall designate by Resolution; and WHEREAS, pursuant to Resolution 2007 -069 adopted October 23, 2007, the parking of vehicles is restricted and subject to removal, excluding buses, as follows: 1. South side of 16th Street — from 20 feet east of the driveway at 1601 16th Street, easterly, to 120 feet for approximately 100 feet in length; and WHEREAS, because the Environmental Nature Center is operational and there is no longer a need for designated on- street bus parking, the City Council finds it desirable to rescind Resolution 2007 -069. NOW, THEREFORE, be it resolved by the City Council of the City of Newport Beach that Resolution 2007 -069 be and hereby is rescinded. Adopted this day of '2008.
