SUBJECT: Appointment of Joan Penfil to Environmental Quality Affairs Citizens
Advisory Committee
RECOMMENDATION:
Confirm Council member Curry's appointment of Joan Penfil to the District 7 seat on the
Environmental Quality Affairs Citizens Advisory Committee (EQAC).
DISCUSSION:
The City Council Resolution establishing EQAC has a section on member terms, which reads as
follows:
District and at -large members shall have terms that coincide with the terms of the
Council Members nominating them. Association and special expertise members
shall have terms of four (4) years, and may serve no more than two (2)
consecutive terms. All members shall serve at the pleasure of the City Council.
I recently received inquiries regarding current EQAC membership and whether Committee
member terms are coinciding with Council member terms, as the Resolution provides. I found
that there are EQAC members from three City Council Districts who were appointed by previous
Council members, and informed the sitting Council members (Henn, Gardner and Curry) of this
situation. All three Council members felt that each of them should make his/her own decision as
to whether to retain the "holdover' appointments.
Council member Curry has received an application from Joan Penfil to serve on EQAC
(attached), and he wishes to appoint her to the District 7 seat on the Committee.
