Los Angeles City Council,

considering suing Time
Warner Cable for failing to
answer calls in a timely
manner and provide efficient'
service repairs and fair
prices.
Time Warner Cable became

cable. Internet and phone
provider in August 2006 when
the company acquired the
city's customers in a
national - holding trade -off
with Adelphia and ComcasL
Residents took the company
to task when city leaders
summoned a representative to
a City Council meeting to
answer for the barrage.of
complaints.
On Tuesday, the council told
a 15me Warner representative
they were not interested in
hearing her presentation.
instead, they wanted her to
respond to complaints.
"We're at the point where
we want some real solutions,"

Time Warner— judging by
anecdotes of' customers —has
a terrible record when it
comes to customer service. In
other words, if youW a Time
Warner subscriber, good luck
getting a representative on the
phone, let alone getting your
problem solved
in general, we think it's best
to avid litigation, but in this
lose, it may be the best = and
final— card the council can
play.
After all, Time Witmer,
despite the flood of
complaints, doeml appear.to
have made one move to rectify
the problem .

Re: Proposed Settlement Agreement with SLOTS
Dear Mr. Mayor and Honorable Members of the City Council:
The Board of Directors of the West Newport Beach Association ("WNBA ") have disc-wed and
reviewed the proposed Sober Living By The Sea, Inc. ('SLOTS") settlement terms. On July 30, 2008
the WNBA held a Forum, with speakers Dave Off, Assistant City Manager and Bob Rush, to discuss
the SLOTS settlement terms. This Forum drew a large audience There were many questions posed
by the speakers and the audience.
On August 4, 2008, the WNBA met and unanimously voted to oppose the present settlement terns.
This is an emotional issue for many, but the two main reasons for our present opposition are
as follows:
1. Dispersion. We believe that there needs to be a greater dispersion of some
of the proposed 156 recovery beds In West Newport Beach equitably into
other areas of the City. There is an over concentration of these beds in the
West Newport- Udo-Peninsula- Newport Shores areas.
2. 6-Pack Facilities. The WNBA is concerned about the potential increase of
State- Licensed 6 -Pack Facilities In the West Newport-Lido-Peninsula-Newport
Shores areas, and we believe the City should take a more aggressive stance
on controlling the 6-pack facilities to the maximum extent under the law
(Group Residential Uses Ordinance (Ordinance 2008-05)).
As President, I believe that the West Newport Beach Association would be prepared to more
favorably consider the settlement terms If the two main reasons for our opposition are addressed
and favorably resolved by the Council.
