HomeMy WebLinkAbout19 - Assistant City ClerkCITY OF NEWPORT BEACH CITY COUNCIL STAFF REPORT Agenda Item No. 19 September 9, 2008 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: Human Resources Department Barbara Ramsey, Human Resources Director 949 - 644 -3303, bra msey (Mcitv.newport- beach.ca.us SUBJECT: Reclassification of one Deputy City Clerk position to Assistant City Clerk RECOMMENDATION: Approve the reclassification of one Deputy City Clerk (Deputy) position to Assistant City Clerk (Assistant) with the salary range of $4,720 - $6,643, which is a 10% increase. DISCUSSION: Human Resources recently reviewed the responsibilities and duties of Leilani Brown, Deputy City Clerk. It was determined that her position was working at the higher level of Assistant City Clerk and we are recommending a reclassification of her position. There are currently two Deputy City Clerk positions. Leilani is performing more complex duties than the other Deputy position. These higher level duties include planning work that involves multiple assignments, leading the work of the Deputy City Clerk, working independently with greater decision making authority, and having significantly greater communications with City Council. Leilani independently makes decisions in her assigned responsibilities that are consistent with established practices and City and departmental policy, but refers decision - making to the City Clerk in matters that depart from accepted practices or require changes in official policy. She also acts in the absence of the City Clerk, fulfilling duties and responsibilities of the City Clerk. The minimum requirements of the Deputy City Clerk are three years of increasingly responsible clerical or secretarial experience, preferably in a City Clerk or public Records office and equivalent to completion of the twelfth grade supplemented by specialized training in the functions and activities of the City Clerk's Office. The Assistant classification will require five years progressively responsible municipal clerical /secretarial experience including three years in a City Clerk's Office and two years providing functional and technical direction to staff and taking and transcribing minutes of meetings. Certification or work toward certification, from the International Institute of Municipal Clerks as a Certified Municipal Clerk is also desirable. In establishing the salary for Assistant City Clerk, we reviewed the internal relationship of the positions in the City Clerk's Office. Both the Deputy and the Assistant will report to the City Clerk; however the Assistant will have lead responsibilities for the office and act as the City Clerk in her absence. It is recommended the Assistant be placed ten percent (10 %) above the Deputy position at a salary range of $4,720 - $6,643. A ten percent (10 %) differential is consistent within the City and provides an appropriate spread between the Assistant and Deputy City Clerk classifications. Leilani Brown has been selected for appointment by Council to the position of City Clerk upon the retirement of the current City Clerk in November. This will necessitate a recruitment to fill the Assistant City Clerk position vacated by Leilani's promotion. We have reviewed compensation survey information for the Assistant City Clerk position in other relevant cities, and are confident that the salary range recommended for the new Assistant City Clerk position will support the recruitment of a highly qualified candidate. Funding Availability: The anticipated cost for FY08 -09 is $9,270 (including benefits) and there should be sufficient funds in the City Clerk's budget to cover this amount.
