SUBJECT: Appointment of Michael AM to Environmental Quality Affairs Citizens
Advisory Committee
RECOMMENDATION:
Appoint Michael Alti to the Environmental Expertise seat on the Environmental Quality Affairs
Citizens Advisory Committee (EQAC).
DISCUSSION:
EQAC has three seats for persons with environmental expertise, and one is vacant. Michael Alti
has submitted an application to serve on the Committee (attached). Mr. Alti is a practicing land
use attorney with CEQA experience.
EQAC considered Mr. Alti's application at their meeting of September 15, 2008. There was not
a quorum present to make a formal recommendation, but all members present supported Mr.
Alti's appointment.

I have lived in Newport Beach for nearly five years and am a proud resident of this great city. [would like to become more active in the
City and contribute my skills and experience to the community. I am a land use attorney with significant experience in environmental
law, particularly with respect to the California Environmental Quality Act. My land use experience includes reviewing, revising, and
challenging EIRs, Negative Declarations, and other environmental review documents. With my solid understanding of the CEQA
process and what constitutes an adequate environmental review document, I believe I can contribute greatly to the City's
Environmental Quality Affairs Citizens Advisory Committee.
