PROCEDURAL MATTERS Item #1 The meeting of the Parks, Beaches and Recreation Commission was called to order at 7:00 P:M. Item #2 Roll call was taken. Commissioners Brenner, de Boom, Springer, Taft and Wolfe were present. Hopkins and Konwiser were absent. Item #3 x Commissioner Brenner referred to the second paragraph under x Item III, Friends of Oasis and Parks, Beaches and Recreation x x x x x Commission Meeting, wherein it should state the City Traffic Department, not The Irvine Company, will be conducting a study; and that completion is indefinite, not "for another year." Springer motioned to approve the minutes of the January 7, 1986 meeting as corrected. Seconded by Brenner. Unanimous. Item #4 The agenda was adopted as presented with the addition of Committee Responsibilities, Teen Center, Bicycle Trail and Beach Encroachment. II. ACTION jITEMS x Item #5 - Presentation of Preliminary Plan for Bonita Creek Park x x x x Ron Whitley reported the Commission now has the opportunity to review the Preliminary Plan for Bonita Creek Park. This area is very important to the community in that it will provide facilities not offered at any other park site within the City. M. Peters Belcourt development which did not have a park site within the'community. Mr. Dave Fennell of Eichenberger, Fennell & Associates, landscape consultant selected for the development, was introduced to the Commission. He explained that the goal of the 14 acre parcel known as Bonita Creek Park is to serve as both an adult and youth facility. Mr. Fennell presented the Preliminary Plans and reviewed the design elements con- sisting of two softball diamonds, one soccer field, a multi- purpose building, children's playground, one -half basketball court, a bicycle trail and on -site parking for 109 vehicles. Mr. Fennell also explained the design /physical constraints and financial costs which are a result of the poor condition of the soil in the area. Mr. Bernard Eichenberger of the same firm addressed the • Commission and explained the tree plantings which are organized around the'soil constraints. To obtain optimum growth, grass will be brought in and a subterranean drainage system will be used. Mr. Eichenberger explained vehicular access to the site, parking, lighting, the bicycle trail and promenade area which will be created. The land will be contoured around the athletic facilities which will also include spectator seating areas along with dugouts. There will be a picnic area and the children's play area will be recessed so that it can be observed from any vantage point. After Mr. Eichenberger detailed the -site plan and elevations, both he and Mr. Fennell answered questions from the Commission. Ms. Darlene'Hendley of McGollough Associates addressed the Commission and presented the design and working drawings of the proposed multi - purpose building. She noted the building's central location and pointed out that the tot lot is close to the building. Ms. Hendley outlined the floor plan and office space. There will be windows on three sides so that all fields can be viewed in addition to helping make the park more secure. The lobby will open up to a 30' x 30' meeting room which • will accommodate about 70 people. The design of the kitchen area is flexible in that it can be closed off or opened as a concession to the park site. Storage areas are provided for chairs, play equipment and office supplies. Lastly, Ms. Hendley described the exterior of the building and answered questions from the Commission. Chair Wolfe recommended a few changes, such as providing water in the facility and pay telephones on site. He also asked that there be more lighting on the soccer field so that it would conform with regulation rather than practice play. Following further questions by Messrs. Fennell and Eichenberger and Ms. Hendley, Ron Whitley advised the Commission historically gives their approval to Preliminary Plans. Although there will be further review, there are no residences in the area and, as such, the park can be built as designed with night lighting prior to the resi- dences being occupied. Staff feels the architects have done an outstanding job both as to design and reduction of • costs. During,discussion Commissioner Brenner expressed her concern that the parking is too far from the play area of the tot lot. She also recommended a phone be installed near the ball field and play area in case of an accident. Mr. Whitley stated staff will be reviewing phones at public parks in the near future. Commissioner Taft motioned the Commission approve the proposed Preliminary Plan for Bonita Creek Park. Seconded by Springer. Unanimous. III. PUBLIC COMMENTS None. IV. DISCUSSION ITEMS Item #6 - Park and Street Tree Slide Program Park and Street Tree Mr. Jack Brooks gave a brief background on the Park and Slide Street Tree Division and noted they will be working on a Program more elaborate slide presentation which they would like to • show at a later date. Mr. Brooks introduced key members of his staff, namely, Bob Bailey, Street Tree Supervisor; Dick Pedrick, Park Supervisor; Gary Kraft, Street Tree y Leadman; and Randy Kearns, Park Leadman. CITY OF NEWPORT BEACH arks, Beaches & Recreation Commission Page 4 City Council Chambers 7 p.m. INDEX Mr. Brooks explained the organization of his Division and noted that since 1975 there has been only a slight increase in personnel during which time 25 acres of park site have been added and the level of service has greatly increased. Mr. Brooks reported his Park Crews have expanded their skill and responsibilities to include park construction, renova- tion, landscaping and irrigation systems, all of which have resulted in lower costs to the City. Mr. Brooks explained the goals and organization of the Street Tree Division. There are more trees being removed now due to overplanting in the past. They are correcting these mistakes and adhering,to tree standards as they plant lower maintenance trees which will not cause concrete damage. Tree trimming has been increased 50% over the past ten years and they have now undertaken large tree planting projects. Following questions, Mr.. Brooks gave an -informative slide presentation which included both before and after landscaped areas. He also showed before and after tree trimming pictures along with tree trimming equipment in operation. Mr. Brooks stated he felt the City's Park and Street Tree Crews are one of the finest in the country. Mr. Whitley added that Mr. Brooks does an excellent job of prioritizing; that the street tree program is outstanding; and that the parks look the best they ever have. Chair Wolfe also thanked Mr. Brooks for his time and efforts. Item #7 - 1986 -87 Preliminary Budget Procedure Preliminary Budget Mr. Whitley reported that the budgets have been transmitted Procedure to the Finance Department as the preliminary requirement which begins the normal budget procedure. The Commission's subcommittee is working with staff to'review the budget, and their meeting with the 'City Manager is at 9:00 A.M. on February 19, 1986. It was then decided the Budget Committee consisting of Wolfe and de Boom, will meet with Messrs. Whitley, Brooks and Deven on February 11. at 7:30 A.M. prior to their meeting with the City Manager. • Item #8 - Street Tree Committee Report Street Tree Committee Commissioner Hopkins, Ron Whitley and Jack Brooks have met Report concerning the possible removal of the Monterey Pines on the CITY OF NEWPORT BEACH arks, Beaches & Recreation Commission Page 5 City Council Chambers 7 p.m. INDEX south side of Heliotrope in Corona del Mar. They are moving, slowly since this is such a sensitive issue and the trees are a valuable natural resource. The property owners will be notified that we are considering future removal of the trees. Item #9 - Recreation Division Recreation Division Mark Deven reported staff is trying to move ahead with programs at the Community Youth Center and get the community involved. We are programming Monday through Saturday and have distributed fliers to Andersen and Harbor View Schools: Chair Wolfe reported he attended the CPRS Banquet and was very impressed to learn that the District X Region is one of the most active and progressive in the state. Item #10 - Park and Street Tree Division Park and • Street Tree None. Division Item #11 - Committee Responsibilities Committee Responsi- After Commissioner Springer recommended the subcommittees bilities be given more direction as to their responsibilities, etc., Chair Wolfe asked staff for more clarification. Mr. Whitley reported the Capital Improvement, Budget and Tree Committees' responsibilities have been outlined; however, the Recreation Committee is relatively new. He mentioned that input concerning facilities, brochures and playground equipment would be helpful. After a brief discussion, it was decided Mark Deven will meet with Brenner, who is Chair of this committee, to identify responsibilities, procedures, etc. In addition, Commissioner Taft volunteered to be on this committee. Mr. Whitley stated that if objectives of a committee cannot be developed, then the committee should be eliminated. Brenner, as Chair of the Recreation Committee, should' recommend whether or not to keep the committee. Springer is Chair of the Ocean Front and Beach Committee • and Taft also volunteered to serve. The proposed bicycle trail is on hold until statistics are received on the summer traffic flow. The beach encroachment issue will be addressed in March. CITY OF NEWPORT BEACH arks, Beaches & Recreation Commission Page 6 City Council Chambers 7 p.m. INDEX Springer expressed concern that there are inadequate trash receptacles on the beaches. She is interested in knowing the number and frequency of pick ups. Mr. Whitley stated this will be put on the agenda at the Commission's March 4, 1986 meeting and he will also get a preliminary report from the General Services Director. Mr. Whitley announced there is a study being done by a marine engineering company on the water quality and sand loss at Little Corona. Springer, as Oasis liaison, said she attends one meeting a month. Wolfe indicated he will also go to one per month. Wolfe also suggested a list of their meetings be provided so that other Commissioners can attend. Brenner requested Oasis send the Commissioner's their monthly newsletters. She also asked that Oasis notify the Commissio prior to their asking the Commission to take a position on • their behalf. Mark Deven reported more background informa- tion will be included on future Oasis agenda items. Commissioner de Boom, liaison to the Friends of the Theatre Arts Center, reported they normally meet the first Wednesday of each month as a working group, and that they would be thrilled if other members of the Commission would attend. Item #12 - Teen Center Teen Center Chair Wolfe, who is on the Ad Hoc Committee for the Teen Center, brought the Commission up to date on its status and 'passed out a report on the proposed Project Club Newport. He explained its formation and noted that Club Newport will be an adjunct to the Teen Council. Item #13 - Bicycle Trail and Beach Encroachment Bicycle Trai and Beach Chair Wolfe stated the bicycle trail issue is "on hold" and Encroachment the beach encroachment matter will be addressed again in March. Item No. 5 is CITY OF NEWPORT BEACH Parks, Beaches and Recreation Department DATE: February 26, 1986 TO: Parks, Beaches and Recreation Commission FROM: Parks, Beaches and Recreation Director SUBJECT: Presentation of Preliminary Plan for the Community Youth Center The project architect selected for the construction of the new Community Youth Center, Bert W. Tarayao, will be providing a detailed presentation to the Commission of the Preliminary Plan. Community input is considered essential to the successful completion of this project. In that regard, over 50 Corona del Mar residents received the attached letter announcing a public presentation conducted on Thursday, February 27, at the Oasis Senior Center. The letter also indicated that the project would be on the agenda for the March 4, 1986 • meeting of the Commission. Due to budget limitations, the project had to be redeveloped to provide efficiency in construction and design features without compromising anticipated program and service needs. We.are happy to announce that the redesign is now complete and the City is ready to show a scale model to interested residents of Corona del Mar. Therefore, a meeting has been scheduled for Thursday, February 27, at 9':00 A.M. at the Oasis Center, 800 Marguerite Avenue at 5th Avenue. Representatives of the Parks, Beaches and Recreation Department and the • project architect, Burt Tarrayo, will be available to describe the new facility and answer questions. Residents are encouraged to make suggestions which will assist the City and architect in further development of the building. Residents who are unable to attend the day time meeting are invited to the Parks, Beaches and Recreation Commission meeting of Tuesday, March 4. The meeting will begin at 7:00 P.M. in the City Council Chambers, 3300 Newport Boulevard, Newport Beach, and the agenda will include a presentation on the Community Youth Center by City staff and the project architect. Whitley Director 3300 Newport Boulevard, Newport Beach Item No. 6 February 21, 1986 • TO: RON WHITLEY, PARKS BEACHES & RECREATION DIRECTOR FROM: General, Services Director SUBJECT: BEACH REFUSE BINS Ref: Your verbal request for information for Parks Beaches & Recreation Commission Beach Sub - Committee 1. As of today's date, we have 302 3/4 yard refuse bins on the City's beaches. 2. As of today, we have ordered 45 additional beach bins from our supplier in Santa Ana. 3. Other bins have been brought into the Corporation Yard for repair and/ or repainting. It has not yet been determined how many we will be able to salvage from the repair operation - usually we can make one good one from two bad ones. Rust is our biggest enemy. After the surfers have set the debris in the bins on fire to keep warm, the paint is scorched off the exterior, as well as the interior. The salt air then starts, and aggrevates,the rusting process. If some of the components on one of the bins are rusted thru before we can get to it, then they must be replaced. We do that by scavenging from other rusty bins, if the • piece we need is good enough. 4. The scheduling for the service of the beach bins is as follows: a) From Memorial Day to one week after Labor Day, beach refuse con- tainers are emptied 5'j days per week. n U 16 b) A maximum of 225 bins can be emptied on any day, depending on the season, holidays, weekend's, etc. We are not always able to empty that number, so it takes 2 working days to empty them all. Par - ticularly,if we add any more during the summer, which we normally do, as they are shipped from the supplier, or repaired, in the yard. c) During the remainder of the year, from mid September till the middle of May, the bins are emptied at least twice a week, Mondays and Fridays, and also on Wednesday if necessary. Unseasonably warm winters mean more beach goers, which means more beach trash, for example. 5. This schedule will prevail unless one or both of the beach refuse packers (30 yd. 6 -wheel drive, front -end loaders) are broken down, or in for main- tenance. In the worst case scenario, and nothing is working, then we attempt to top off the bins by hand, using small 4 -wheel drive units, and pitch forks. page 2 6. This system has been in operation for the last 17 -18 years( +), and we have seen nothing at any other beach community that is any more • efficient. No changes are proposed in the near future. 11 7. In cooperation with the Newport - Balboa Rotary Club, the Department registers participants ages. 7 -15 years at five Newport Beach elementary schools and conducts five weeks of clinics to prepare the athletes for competition. An average of 200 youth compete in age group classifications for boys and girls. This year's Meet is scheduled for Saturday, April 12, at 9:00 A.M. For 1986, the Track and Field Meet will have a different look. As part of the sister city cultural exchange program made possible by the Newport - Balboa . Rotary Club, the City's young athletes will be in competition with similar age group athletes from Newport Beach's sister city of Okazaki, Japan. Okazaki officials have scheduled a Youth Track and Field Meet to coincide with the Newport Beach Meet so that winning performances may be compared for each event. The Newport- Balboa Rotary Club and its international affiliate in Japan will supply commemorative medals to the winning participants. In addition to the Sister Cities Competition, a team competition will be con- ducted between City elementary schools and the local Boys Clubs. Teams formed at Andersen, Harbor View, Mariners,'Newport Beach, Newport Heights and Kaiser Schools will be in competition-between themselves as well as the Eastbluff and Upper Bay Boys Clubs. The winning team will take possession of a perpetual trophy which will be displayed at their site until the following year's competition. The 1986 Youth Track and Field Meet and Sister Cities Competition is shaping up to be the best attended and most competitive in recent years. The Parks, Beaches and Recreation Department, in cooperation with the Rotary Club, School District and the Boys Club, anticipates a successful Meet on April 12 that will enhance an already successful event. ' Mary Deven n LJ LJ Item No CITY OF NEWPORT BEACH Parks, Beaches and Recreation Department DATE: February 26, 1986 TO: Parks, Beaches and Recreation Commission FROM: Recreation Superintendent SUBJECT: Commission Recreation Programs Subcommittee Goals and Objectives As requested, Recreation Division staff has met with Commissioner Clyda Brenner to develop formal Goals and Objectives for the Commission Recreation Programs Subcommittee. Of primary interest to the Commission and staff is a regular review of the Department's marketing efforts, selected program review and specific capital improvements projects which directly affect program delivery. Attached are the proposed goals with specific objectives. The objectives will provide a measurable yard stick by which the Recreation Programs Subcommittee's performance will be evaluated. The Subcommittee will meet to review the goals and objectives on a quarterly basis coinciding with the final development of each seasonal brochure. Review site plans with respect to locating building, r_estroom, bail diamond and other park facility features. • n U • RECREATION DIVISION FEBRUARY, 1986 PROGRESS REPORT Special Interest Classes Item No. 10 The winter recreation session will be completed as of March 16. Fees and charges for self - supporting instructional classes totaled $52,200, of which $36,500 will cover instructor fees and $15,700 will cover all indirect costs associated with self- supporting programs. Dance Fitness, Gymnastics, Japanese Karate and Volleyball accounted for 28% of the total revenue. Community Youth Center Despite a personnel vacancy, the Community Youth Center will continue to offer planned after- school activities. The Department is conducting a recruitment to fill Recreation Instructor and Recreation Leader positions. Aquatics The Newport Beach Aquatic Team is enthusiasm. The Department will be sending three youth basketball teams to the Orange County playoffs on March 15 in Fountain Valley. The County winners will advance to the Southern California Championship in Costa Mesa. Adult basketball teams will end the winter season the week of March 12; spring basketball leagues will begin the week of March 24. Summer softball information packets were mailed to new and returning team captains March 1. Already Department staff has conducted the first of a series of Officials Certifications in preparation for the busy softball season. Seniors A new music program, Banjo /Guitar Jam Session, began February 11. Additional program highlights included Folk Dancing, Prize Party Games and a seminar on the "Happiness of Healthy Aging." Eleven nominations for seven board'positi'ons, have been accepted for the Friends of Oasis Board of Directors. The election is scheduled for Friday, March 7, at the General Membership Meeting. L/ ✓Zw, Mr Devbn' Item No. 11 1 PARK AND STREET TREE DIVISION FEBRUARY, 1986 PROGRESS REPORT Our Park Crews performed the following tasks in addition to normal maintenance during the month of February: Pre -build and load delineators and provide return delivery to assist organizers of the 1.986 Spirit Run. Build steps on slope behind backstop and build and install hand rail at San Miguel Park. Start relandscaping project at Newport Center Library. In addition, removed plant material in front of building; replaced with sod; and removed old plant material south of entrance. Our Street Tree Division performed the following: Trimmed 509 trees. • Completed 1 Work Request. E I� Areas being trimmed this month are Corona del Mar and the Palms on the Peninsula. PRIOR BUSINESS a. Request by Tina McKinley to remove NO PARKING 11 - 3 signs on Park Avenue /Topaz. Postal Operations Superintendent Lambertsen told Lt. Jacobs that original operation of 1 van and 4 postmen is still used. Parking space is critical in summer. There has been lack of enforcement. MOTION X Edmonston moved to retain space for Post Office; Brahler to write X X Post Office that space must be used all year; send copy of letter to �ES McKinley; request PB & R to trim area for sign visibility. b. Request by Police Department to review signing on Summit Street. Mr. Burcham,, spokesperson for area, was requested to apply for en- croachment permit from Public Works, which he did. Public Works de- cided not to issue permit. Budget includes request to pave Summit Street and make it one -Way from alley to Seashore. Edmonston re- signed area to allow cars to park 3 across at the Seashore end; 1 MOTION X space on ocean side of alley. Edmonston moved to barricade portion AYES X X of street to allow only 4 spaces for public parking. 4. NEW BUSINESS a. Request by OASIS for traffic control at Fifth /Marguerite Avenues, Cynthia Bartlett and Clyda Brenner were concerned citizens present. Ms. Brenner commented that additional traffic will be created by new residential development in the area. Cars use Poppy, Fifth and Marguerite to bypass congestion on PCH. Majority of violations are right turns from westbound Fifth onto Marguerite and roll thru cross walk, endangering pedestrians (from OASIS lot; students; senior citizens). Cars also come downhill on Marguerite too fast and do not stop completely. OASIS would volunteer crossing guards but the Municipal Code prohibits this. The morning hours are busiest period for Police Department. Lt. Jacobs will provide temporary enforce- ment during the problem period of 7:30 a.m. to 8:45 a.m. This has resulted in temporary effectiveness in the past. Drivers using this route daily are in a hurry and know the STOP is there -- if drivers do not stop by habit and do not yield right -of -way now, a blinking red light to reinforce STOP would also be ineffective. The corner could be re- marked or redesigned to get attention of drivers. A raised median would create an obstacle to be hit. De- lineators could be installed and would not cause car damage or loss of control. When cars westbound turn right from Fifth, they sweep into the turn with high speed -- possible to build curb to inhibit movement with such ease.' This maneuver encourages cars to cross painted triangle into other lane. Driver is then concerned with car in other lane crossing into his lane, distracting his awareness of pedestrians. A raised island would create a better- marked path to drive clearly through with no auto conflict from through traffic on Marguerite to • cross. traffic on Fifth. Island could provide refuge for pedestrians attempting to negotiate crossing one lane of traffic instead of two at once.
