SUBJECT: Authorization to Retain Jerry Strom (Retired Employee) on a
Part -Time Basis
ISSUE:
Should the City continue to retain Jerry Strom, a retired City employee, part -time in his
present position as Fire Department field support/facilities employee?
RECOMMENDATION:
Authorize the City Manager to temporarily hire back Jerry Strom for up to six months until
such time that another employee can fulfill those responsibilities.
DISCUSSION:
Council Policy F -20 requires City Council approval before the City may hire a retired City
employee for work if that person has been retired for fewer than five (5) years.
Jerry Strom, a former fire captain in charge of field support/facilities, had worked for the City
for 45 years, and retired in December, 2009.
Jerry's responsibilities include, but are not limited to, equipment acquisition, equipment
repair, fire engine /truck tool acquisition, buying and repairing personal protective equipment
(PPE), uniform purchases, supervise part -time aides, transact business with outside vendors
pertaining to store supplies, responsible for all fire facilities repairs, and any CIP projects.
Jerry's length of time in this position will only be for up to six months until Jerry can train his
replacement to take over those responsibilities.
TERMS OF THE AGREEMENT:
Jerry Strom will work at a pay rate of a Senior Purchaser ($44.44 per hour). He will not
exceed 20 hours per week.
ENVIROMENTAL REVIEW:
The City Council's approval of this Agenda Item does not require environmental review.
FUNDING AVAILABILITY:
Monies have been budgeted for this position in the 09/10 budget.
