Brown, City Clerk 949 - 644 -3005 1brown@newportbeachca.gov SUBJECT: APPOINTMENT BY MAYOR OF AD HOC APPOINTMENTS COMMITTEE TO REVIEW APPLICATIONS AND MAKE RECOMMENDATIONS TO THE FULL COUNCIL FOR THE BOARD AND COMMISSION VACANCIES SCHEDULED TO OCCUR ON JUNE 30, 2010 RECOMMENDATION: Confirm the Mayor's appointment of Mayor Pro Tem Michael Henn, Council Member Edward Selich, and Council Member Nancy Gardner to serve on the Ad Hoc Appointments Committee to review applications and make recommendations to the full Council for the Board and Commission vacancies scheduled to occur on June 30, 2010. DISCUSSION: Backaround: On June 30, 2010, the following vacancies will occur on City Boards and Commissions: Board of Library Trustees (one seat) — Seat held by Theresa Chase (eligible for reappointment) City Arts Commission (one seat) — Seat held by Gilbert Laskey (eligible for reappointment) Civil Service Board (one seat) — Seat held by Douglas Coulter [Council nominee] (eligible for reappointment) Harbor Commission (three seats) — Seats held by Timothy Collins (not eligible for reappointment), John Corrough (not eligible for reappointment), and Karen Rhyne (eligible for reappointment) Parks, Beaches & Recreation Commission (two seats) — Seats held by Thomas Anderson (eligible for reappointment) and Gregory Ruzicka (not eligible for reappointment) i Ad Hoc Appointments Committee April 27, 2010 Page 2 i Planning Commission (one seat) — Seat held by Scott Peotter (eligible for j reappointment) Consistent with Council Policy A -2, the above stated vacancies will be advertised and applications accepted until 4:00 p.m. on Thursday, May 13, 2010. Following the interview process, the nominations will be scheduled for confirmation by the full City Council on Tuesday, June 8, 2010, and the final appointments will be made on Tuesday, June 22, 2010. All new terms will be effective on July 1, 2010 with an expiration date of June 30, 2014. City Council Policy A -2 establishes the procedures for making appointments to the various boards and commissions. As per the Council policy, the Committee's duties are as follows: A. Review all applications for position to City Boards and Commissions. The Ad Hoc Appointments Committee will review applicant answers to all questions contained in the application; B. Conduct any necessary interviews with individual applicants; and C. At least two weeks prior to the date of appointment, recommend to the full City Council at a regular public meeting, two or more candidates for each Board or Commission vacancy. Members of the Council may wish to interview the recommended candidates further prior to final selection by the Council. By requiring two or more candidates for each vacancy, it is the intent of the City Council that at least two separate individuals should be considered for each vacancy, i.e., if there are two vacancies, at least four separate individuals will be considered. Once the final appointments are made by the City Council, the Ad Hoc Appointments Committee will be dissolved. Environmental Review: Not applicable Submitted by: d� � 6m/ Leilani I.
