SUBJECT: Parking Meter and Parking Lot Fee Increases
ISSUES:
Should the City Council approve a $0.50 /hour parking meter rate increase for all
off - street metered parking lots and all on- street parking meters?

1. For parking meters:
a. Adopt a resolution amending Resolution No. 2000 -38, to increase the
parking meter fees for off - street parking lots by $0.50 /hour.
b. Introduce an ordinance amending Newport Beach Municipal Code Section
12.44.040, to increase the parking meter fees for on- street meters by
$0.50 /hour, and pass a second reading to May 11, 2010.
2. For Balboa Pier Parking Lot:
Adopt a resolution amending Resolution No. 2004 -43, to adjust parking rates to
the rates listed above.
3. For Corona del Mar State and City Beach Parking Lot:
Adopt a resolution amending Resolution No. 2004 -43, to eliminate weekend and
weekday rates, and to adjust parking rates to the rates listed above.
4. For Memorial Day, Fourth of July and Labor Day:
Adopt a resolution amending Resolution No. 2004 -43, to adopt the flat rates
listed above for Memorial Day, Fourth of July and Labor Day at Balboa Municipal
Parking Lot and Corona del Mar State Beach Parking Lot.
DISCUSSION:
Parking Meters Background:
Parking meter rates throughout the City currently range from $0.25 /hour to $1.00 1hr.
These rates have been in effect since June 13, 2000. Staff has reviewed parking meter
rates in neighboring peer cities and they are indicated in the following table:

Currently, the City receives approximately $1.7 million /year in parking meter revenues.
Staff has calculated that a $0.50 /hour parking meter rate increase throughout the City will
result in an additional $1 million /year in annual revenue.
This increase will be primarily borne by visitors to the City of Newport Beach, because
most residents purchase the City's Annual Parking Permit. The Annual Parking Permit is
available for $100 per year and is available for purchase by both residents and visitors.
Permit holders will not be affected by this parking meter rate increase.
Administrative Services staff met with the City's Traffic Engineer, Antony Brine and
Economic Development Administrator, Leigh DeSantis, and both have opined that a
parking meter rate increase would not adversely impact any traffic management or future
parking master plan projects that are in the study phase.
Parking Lots Background
The Balboa Pier Parking Lot has 614 parking spaces, and is available 24 hours /day, 365
days /year for customer parking. The Corona del Mar State and City Beach Parking Lot
has 572 spaces, and is available for parking from 6 a.m. to 10 p.m. daily. The CdM
Parking Lot rate is only available on a per day basis. Currently, the parking rates at both
parking lots are:

These rates have not changed since 2004.
By contrast, the State of California (the "State "), for its parking lots located at Bolsa Chica,
Huntington Beach, Crystal Cove and Dana Point at Doheny, and the City of Huntington
Beach ( "Huntington Beach "), for its municipal parking lots, charge higher parking rates.
Currently, the rates at the State beach parking lots and Huntington Beach parking lots are
the following (for comparison, staff - proposed City parking lot rates are included as well):

Adjusting the City's parking lot fees to the staff recommended rates would make the City's
rates reasonably competitive with nearby beach parking lot rates. The City currently
receives $1.8 million /year in parking lot revenue. The recommended rate increase for
both parking lots would result in $1.1 million /year in additional revenue. Again, this
increase would be primarily borne by visitors to the City.
Handicap rates at the City parking lots will not change and will remain at:
Balboa Pier Parking Lot: $0.25/20 minutes
$0.75 /hour
$4.00 maximum
Corona del Mar State and City Parking Lot: $4.00 weekdays /$5.00 weekends
Environmental Review:

Public Notice:
The agenda item has been noticed according to the Brown Act.
Funding Availability:
Additional funding for this project will not be needed. The cost to change out the rate
plates on all of the meters is estimated at $2,500. The cost to change the signs at the
parking lots is estimated at $300 and the cost of printing new tickets is estimated at
$2,500. A computer technician's time to update the parking lot register computers with
the new price structure will cost approximately $250. These expenses can be
accommodated in the existing parking meter and parking lots operations budget.
Alternatives:
Parking Meters:
The City Council can choose to increase the rate by $0.25 /hour, or keep parking meter
rates as they are.
Balboa Pier Parking Lot:
The City Council can choose to increase the parking rates by a lower amount than the
staff recommended parking rate increases or keep the parking rates as they are.
Corona del Mar State Beach and City Beach Parking Lot:
The City Council can choose to increase the parking rates by a lower amount than the
staff recommended parking rate increases or keep the parking rates as they are.
Holiday rates (Memorial Day, Fourth of July, and Labor Day):
The City Council can choose to increase the parking rates by a lower amount than the
staff recommended parking rate increases or not charge extra fees for holidays at all.

RESOLUTION NO. 2010-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT
BEACH ESTABLISHING A REVISED SCHEDULE OF RATES FOR
OFF - STREET PARKING METER ZONES AS ESTABLISHED BY
RESOLUTION NO. 2000 -38
WHEREAS, the City Council of the City of Newport Beach adopted Resolution
No. 2000 -38 which established, pursuant to Title 12, Chapter 44 of the Newport Beach
Municipal Code, off - street parking meter zones and set the fees for parking in said
zones; and
WHEREAS, these fees have not been adjusted since 2000; and
WHEREAS, the City Council desires to establish new fees for parking in the off -
street parking meter zones and set the fees for parking in said zones.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Newport Beach, as follows:
The fees for parking at parking meters in the zones established by Resolution
No. 2000 -38 are hereby established at:
Seventy -five Cents ($.75) per hour in Zone 24;
One Dollar ($1.00) per hour in Zones 10, 25, 26 and 27; and
One Dollar and Fifty Cents ($1.50) per hour in Zones 11, 12, 14, 15, 16, 17, 18,
19, 20, 21, 22, 23 and 28.

AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF NEWPORT BEACH
AMENDING SECTION 12.44.040 OF THE
NEWPORT BEACH MUNICIPAL CODE
PERTAINING TO ON- STREET PARKING
METER FEES
WHEREAS, the City of Newport Beach ( "City ") regulates parking meter fees in
Newport Beach Municipal Code ( "Code ") Section 12.44.040; and
WHEREAS, the revenue generated from the parking meter fees funds a number
of important items within the City, including but not limited to traffic control, installation
and maintenance of the parking meters, recreational activities, beautification projects
and related improvements; and
WHEREAS, the City's parking meter fees are lower than surrounding cities and
have not been adjusted since 2000; and
WHEREAS, the City Council finds that all on- street parking meter fees should be
increased by fifty (0.50) cents, and that these fees are reasonably related to the cost of
services funded by the parking meter fees; and
WHEREAS, California Vehicle Code Section 22508 requires the City to submit
this ordinance to the Department of Transportation for approval prior to the increased
parking meter fees taking effect on Pacific Coast Highway.
NOW THEREFORE, the City Council of the City of Newport Beach ordains as
follows:
SECTION 1: Section 12.44.040 of Chapter 12.44 of the Newport Beach
Municipal Code is hereby amended to read as follows:
Section 12.44.040 Parking Meter Fees.
Fees for parking meters in zones established by Section 12.44.020
when the parking meters are in operation are hereby established as
follows:
A. One Dollar and Fifty Cents ($1.50) per hour at all meters in
Zones 1 and 9.
B. One Dollar and Fifty Cents ($1.50) per hour at all meters in
Zone 2, except Seventy -Five Cents ($.75) per hour for Coast
Highway, Tustin Avenue and Avon Street, and One Dollar ($1.00)
per hour along northbound Newport Boulevard between 26th and
30th Streets, Balboa Boulevard and Bay Avenue.
C. One Dollar ($1.00) per hour at all meters in Zones 3 and 7.
D. One Dollar and Fifty Cents ($1.50) per hour at all meters in
Zone 4 except One Dollar ($1.00) per hour on Lido Park Drive and
28th Street.
E. One Dollar ($1.00) per hour at all meters in Zone 5 except
One Dollar and Fifty Cents ($1.50) per hour on 32nd Street between
Balboa Boulevard and Newport Boulevard.
F. One Dollar and Fifty Cents ($1.50) per hour at all meters in
Zone 6, except One Dollar ($1.00) per hour on 28th Street between
Newport Boulevard and Villa Way.
G. Seventy -Five Cents ($35) per hour at all meters in Zone 8.
SECTION 2: The parking meter fees applicable to Pacific Coast Highway shall
become effective immediately upon approval of the Department of Transportation, but
the remainder of the parking meter fees shall be effective thirty (30) days after the
adoption of this ordinance by the City Council.
SECTION 3: If any section, subsection, sentence, clause or phrase of this
ordinance is, for any reason, held to be invalid or unconstitutional, such decision shall
not affect the validity or constitutionality of the remaining portions of this ordinance. The
City Council hereby declares that it would have passed this ordinance, and each
section, subsection, clause or phrase hereof, irrespective of the fact that any one or
more sections, subsections, sentences, clauses and phrases be declared
unconstitutional.
SECTION 4: The City Council finds that this ordinance is not subject to the
California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the
activity will not result in a direct or reasonably foreseeable indirect physical change in
the environment) and 15060(c)(3) (the activity is not a project as defined in Section
15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3,
because it has no potential for resulting in physical change to the environment, directly
or indirectly.
SECTION 5: The Mayor shall sign and the City Clerk shall attest to the passage
of this ordinance. The City Clerk shall cause the same to be published once in the
official newspaper of the City, and it shall be effective thirty (30) days after its adoption.
This ordinance was introduced at a regular meeting of the City Council of the City
of Newport Beach, held on the 27th day of April, 2010, and adopted on the _ day of
2010, by the following vote, to wit:

WHEREAS, the City maintains and operates parking lots at the Balboa Pier and
the Corona del Mar State and City Beach Park; and
WHEREAS, the City Council of the City of Newport Beach adopted Resolution
No. 2004 -43 which establishes, among other things, rate schedules for the Balboa Pier
Parking Lot and the Corona del Mar State and City Beach Parking Lot; and
WHEREAS, the City Council desires to establish new fees for parking in the
Balboa Pier Parking Lot and the Corona del Mar State and City Beach Parking Lot.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Newport Beach, as follows:
1. The City Manager shall determine the days upon which parking control
shall be maintained and evaluate whether there is sufficient demand for
the use of said lots to justify providing a parking attendant, or activating an
automatic parking gate.
2. For each date that parking control is maintained, the following fees shall
be charged for the use of said lots:
Balboa Pier Parking Lot
Automobiles — $1.50 /hour, $15.00 /day maximum
Motorcycles — $0.75 /hour, $7.50 /day maximum
Recreational Vehicles — $1.50 /hour, $15 /day maximum, per parking space
occupied
Buses — 10 -24 passengers - $50.00 /flat rate
25+ passengers - $100.00 /flat rate
Corona del Mar State and City Beach Parking Lot
Automobiles — $15.00 /day flat rate
Motorcycles — $7.50 /day flat rate

BE IT FURTHER RESOLVED THAT Resolution No. 2004 -43 is hereby rescinded.

Subject: meter parking fee increase at the cannery village
Hello,
I am emailing to object to the plan (Item VILB.2) because I do not want the parking meter fee to increase in the cannery
village. I am a small business owner at the Cannery Lofts and I know it will take a toll on our business if the rates
increase. Because there is no free parking in the immediate area, we pay for all parking meter fees for our clients which
adds up over time. If this plan goes into effect it will definitely hurt our business as it is already difficult to keep clients
happy with our current parking situation.
Unfortunately I will be unable to attend the city council meeting being held today, but I definitely want my voice to be
heard.
