SUBJECT: PENINSULA POINT WATER AND SEWER IMPROVEMENTS —
COMPLETION AND ACCEPTANCE OF CONTRACT NO. 4066
Recommendations:
1. Accept the completed work and authorize the City Clerk to file a Notice of
Completion.
2. Authorize the City Clerk to release the Labor and Materials bond 35 days after
the Notice of Completion has been recorded in accordance with applicable
portions of the Civil Code.
3. Release the Faithful Performance Bond one year after Council acceptance.

Discussion:
On September 8, 2009, City Council authorized the award of the Peninsula Point Water
and Sewer Improvement Project to Paulus Engineering, Inc. The contract provided for
the replacement of damaged and deteriorated water and sewer mains at Peninsula
Point. The work also included enlargement of mains and betterments to improve both
operational efficiency and fire protection capabilities of the water system.
The contract has now been completed to the satisfaction of the Public Works
Department. A summary of the contract cost is as follows:

The disparity between the actual cost of bid items constructed and the original bid
amount was due to a design change which reduced the amount of 8 -inch water pipe
constructed. There were five change orders totaling $135,208.22. The change orders
provided for valve cut -ins to control water in order to install new water mains, private
property water meter adjustments to raise water services to standard specifications and
delay costs due to interfering portions of existing utilities.
A summary of the project schedule is as follows:
Estimated completion date per July 2009 Schedule: March 26, 2010
Project Awarded for construction: September 8, 2009
Contract Completion Date per NTP & Approved Extensions: April 6, 2010
Actual Construction Completion Date: April 9, 2010
Environmental Review:
This project is exempt from the California Environmental Quality Act (CEQA) pursuant to
Section 15301 Class 1 (c), of the CEQA Implementing Guidelines. This exemption covers
the maintenance and alteration of existing public facilities with negligible expansion of the
facilities in areas that are not environmentally sensitive.
Public Notice:
The Notice Inviting Bids was advertised in the City's official publication and in
construction industry publications.
Prior to starting work, two City - prepared construction informational notices were
distributed by the Contractor to Peninsula Point residents. The first notice was
distributed ten days prior to the scheduled work. The second notice was distributed 48
hours before the work commenced.
