Cassidy J.D., Human Resources Director 949 - 644 -3303, tcassidy @newportbeachca.gov SUBJECT: FIRE DIVISION CHIEF JOB CLASSIFICATION Issue: Should the City Council approve the City Manager's recommendation to modify the Fire Division Chief - Training & Education and Fire Marshal job classifications into one combined Fire Division Chief classification? Recommendation: Approve the City Manager's recommendation to combine the Fire Division Chief — Training & Education and Fire Marshal job classifications into a combined Fire Division Chief classification. Discussion: With anticipated retirements of key management staff within the Fire Department, Interim Fire Chief Parker requested changes be made to the Fire Division Chief - Training & Education and Fire Marshal classifications prior to initiating a recruitment. Former Fire Chief Steve Lewis, and current Interim Fire Chief Parker, both concluded that combining the Fire Division Chief - Training & Education and the Fire Marshal positions into one job classification would enhance operational flexibility. Additionally, combining both positions into one classification would provide greater departmental cross - training and offer incumbents opportunities to familiarize themselves with a broader aspect of Fire operations. City of Newport Beach rules and regulations provide the framework for the City to develop and assign job classifications. The Employer - Employee Relations Resolution, Fire Department Classification Change May 11, 2010 Page 2 No. 2001 -50, Section 3, City Responsibilities and Rights, defines the City's right and responsibility "to assign work to employees in accordance with the requirements determined by the City; to establish and change work schedule(s) and assignments; (and) to determine the content of job classifications." In furtherance of that obligation, and as provided for in City Municipal Code, Section 2.28.010 and the Employee Policy Manual Section 4.4, it is the City Council's responsibility to establish the City's job classifications, position staffing, and salary ranges, upon recommendation of the City Manager. Pursuant to Civil Service Board Regulation 600.2, job specification changes for positions covered by the Civil Service System are prepared by the City Manager and subject to the approval of the Civil Service Board (CSB). At the May 3, 2010, regular Civil Service Board meeting, the Department of Human Resources presented the modified Fire Division Chief job classification to the Civil Service Board for approval. Following discussion, the Civil Service Board approved the revised job specification (attached). There is no impact on salary or job assignments for the current incumbents, and both positions will continue reporting to the Fire Chief. This recommendation has been reviewed and approved by the Fire Management Association (FMA). Funding Availability: There is no fiscal impact to the recommendation. Environmental Review: No environmental review is required. Submitted by: Dave Kiff I ud City Manager Ter ' C Cassidy Human Resources Director Attachment: Proposed Fire Division Chief Job Specification CITY OF NEWPORT BEACH FIRE DIVISION CHIEF DEFINITION: To organize, direct, coordinate and supervise the day -to -day activities of the Fire Department Prevention Division or the Fire Department Training and Education Division. DISTINGUISHING CHARACTERISTICS: The Fire Division Chief is a mid -level position in the fire management series of Fire Battalion Chief, Fire Division Chief, and Deputy Fire Chief. Employees at this level possess a thorough knowledge of City policies and procedures, program development and administration, budget and fiscal management, principles of employee development and evaluation, and public service principles and practices. SUPERVISION RECEIVED AND EXERCISED: This position reports to the Fire Chief and exercises direct supervision over supervisory, professional, technical and clerical personnel. EXAMPLES OF ESSENTIAL DUTIES: Duties may include, but are not limited to, the following: Essential Job Duties • Plan, organize, develop, and deliver assigned division programs and services; direct the work of assigned personnel, including staff assignments, scheduling, and training; provide leadership by example; • Monitor, evaluate and document subordinate work performance in compliance with department policies, procedures and training guidelines; provide employee coaching, instruction and discipline; Establish strategies and programs to meet divisional or area goals; continuously review division activities and programs to identify issues and develop solutions for improving services or implementing policy and procedural changes; • Respond to fire, medical or other emergencies and provide incident staff support as assigned; • Assist with preparing and monitoring the annual budget; recommend budgetary expenditures, standards, and short and long -range budgetary goals and objectives; • Attend and participate in staff meetings, special committees, task forces or Fire Division Chief Page 2 City of Newport Beach professional groups or associations; stay abreast of new trends and innovations in the field of fire science and fire suppression management; • Conduct staff projects and special studies as required; review, edit and approve delegated projects; prepare and present various reports; • Represent the City and the Fire Department on various community and agency committees, task forces, and research groups; counsel, advise and coordinate activities with community groups and the general public; • Participate in the Fire Department's public education programs; provide information and assistance during emergency preparedness activities; • Perform the duties of Fire Battalion Chief when necessary; and • Perform other duties as assigned. When assigned to Fire Prevention: • Develop and interpret State and local codes and ordinances; rule on alternate means and methods for construction and engineered community fire protection; and • Coordinate, participate in, and facilitate training and instruction in fire prevention, code enforcement, building construction and inspection services, hazardous materials regulations, disaster response, customer service and related fire prevention topics. When assigned to Training and Education Division: • Coordinate, participate in and provide training and instruction in fire suppression techniques, emergency medicine, fire prevention methods, hazardous materials, disaster response, technical rescue operations, occupational safety practices, customer service and related fire management topics; • Establish and coordinate training with other fire divisions, City departments, and governmental agencies; • Plan, direct and coordinate the Fire Department safety program; perform the duties of Fire Department Safety Officer; direct the review of Fire Department accident, injury and exposure reports and make recommendations for improving employee safety; and • Coordinate all Fire Department recruitments and confer with Human Resources regarding the exam process; and assist in developing promotional recruitment Fire Division Chief Page 3 City of Newport Beach QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential function. The requirements listed below are representative of the knowledge, skill, and /or ability required. Knowledge of: Command and control principles and practices relating to routine and disaster incident management, such as the Incident Command System, the Multi Casualty Incident Management System, and the Standardized Emergency Management System; Modern principles and procedures of fire administration, supervision, and personnel administration; Budgeting procedures and techniques; Principles of risk avoidance, risk management, and risk analysis, with specific emphasis on emergency incident and employee safety, wellness and fitness; Applicable Federal, State, and local laws, codes and regulations; and Rules and regulations of the City of Newport Beach and the Newport Beach Fire Department. Ability to: Exercise judgment in interpreting and applying fire prevention codes and standards; Apply technical knowledge in a critical, time - sensitive manner and make appropriate decisions regarding emergency incident management; Perform complex analyses and recommend solutions; Encourage and motivate subordinates to deliver high - quality work performance; effectively supervise, direct, and advise personnel; Analyze fire prevention or education issues in the community and develop effective solutions; Provide leadership by example; Meet the Newport Beach Fire Department medical and fitness standards; Fire Division Chief Page 4 City of Newport Beach Operate in an environment which may include exposure to hazardous conditions; Demonstrate leadership and represent the Newport Beach Fire Department and the City of Newport Beach in a courteous, professional manner so as to not discredit or bring disrepute to the Department or City; Maintain confidentiality of privileged information; Communicate clearly and concisely, both orally and in writing; Appear for work on time; Follow directions from a supervisor; Understand and follow posted work rules and procedures; Accept constructive criticism; Lead and manage others; and Establish and maintain cooperative working relationships with those contacted in the course of work. EXPERIENCE AND TRAINING: A combination of the following experience and training is required for this position. Experience: Five or more years of fire prevention and suppression work experience, including one year experience as a Fire Battalion Chief with the City of Newport Beach. Training: Equivalent to completion of an Associate's degree in fire science, management, business administration, or other related field. A Bachelor's degree in public administration, business administration, fire administration, or other related field is highly desirable. LICENSE OR CERTIFICATE: Possession of a valid California Class C Driver's License. Possession of, or completion of all required classes necessary to obtain, a C.F.S.T.E.S.
