SUBJECT: AVON STREET, TUSTIN AVENUE AND OCEAN VIEW AVENUE STREET
REHABILITATION AND DOVER/WESTCLIFF STREET REHABILITATION —
AWARD OF CONTRACT NO. 4091
RECOMMENDATIONS:
1. Approve the project drawings and specifications.
2. Award Contract No. 4091 to R.J. Noble Company for the Total Bid Price of $667,315.50 and
authorize the Mayor and the City Clerk to execute the contract.
3. Establish an amount of $70,000.00 to cover the cost of unforeseen work.
4. Approve Budget Amendment No. BA 10- recognizing additional funding in the amount of
$197,344 from the County of Orange Proposition 42 City Aid Program (CAP) and
appropriating $197,344.00 to Account No. 7191- C2002024.
DISCUSSION:
At 10:00 A.M. on May 18, 2010 the City Clerk opened and read the following two bids for this
project:

Bid read as $834,680.00
The low total bid amount is 3% lower than the Engineer's Estimate of $690,000.00. The low bidder,
R.J. Noble Company possesses a California State Contractors License Classification "A" as required
by the project specifications. A check of R.J. Noble Company's references indicates satisfactory
completion of similar projects for other public agencies.
The work necessary to complete this contract consists of removing and replacing existing asphalt
road surface, removing and replacing existing curb and gutter, removing and replacing sidewalk,
adjusting interfering utilities to grade, installing new cross - gutter, installing new decorative stamped
concrete crosswalks, installing new irrigation system and providing, planting, and establishing new

trees in tree grates. Pursuant to the Contract Specifications, the Contractor will have 60 consecutive
working days to complete the work.
Environmental Review:
This project is exempt from the California Environmental Quality Act (CEQA) pursuant to Section
15301(C) of the CEQA Guidelines. This exemption covers the minor alteration of existing public
facilities with negligible expansion of the facilities in areas that are not environmentally sensitive.
Public Notice:
The Notice Inviting Bids was advertised in the City's official publication and in construction industry
publications. Prior to starting work, City - prepared notices will be distributed by the Contractor to
residents and businesses.
Geotechnical Services:
In addition to the contract costs, approximately $10,920 in geotechnical services will be required and
will be performed through our on -call agreement with Harrington Geotechnical Engineering, Inc.
Funding Availability:
Upon approval of the recommended Budget Amendment, sufficient funds will be available in the
following account for the project.
