RECOMMENDATION: Appoint Roberta Jorgensen as the designee of District #1 Council Member Mike Henn to the Coastal /Bay Water Quality Citizens' Advisory Committee, effective immediately. DISCUSSION: Background: Mr. Ray Halowski recently served as the District #1 committee member for the Coastal /Bay Water Quality Citizens' Advisory Committee; however, he's subsequently relocated out of the area and had to vacate his seat. Ms. Jorgensen lives on Balboa Island, but Coastal /Bay appointees do not have to reside in a specific district. Council Member Mike Henn has designated that Ms. Roberta Jorgensen be Mr. Henn's appointment to this Committee. Council Member Nancy Gardner (committee chairperson) and Council Member Ed Selich (committee member) support this appointment as well. I use Newport Harbor regularly for numerous recreational and quality of life activities.
