SUBJECT: CENTRAL BALBOA WATER AND SEWER IMPROVEMENTS — AWARD
OF CONTRACT NO. 4067
RECOMMENDATIONS:
1. Approve the project drawings and specifications.
2. Award Contract No. 4067 to Paulus Engineering, Inc. for the Total Bid Price of
$1,494,784, and authorize the Mayor and the City Clerk to execute the contract.
3. Establish an amount of $150,000 to cover the cost of unforeseen work.
DISCUSSION:
At 10:00 A.M. on July 1, 2010, the City Clerk opened and read the following two bids for
this project:
The low total bid amount is 18 percent below the Engineer's Estimate of $1,637,990.
The low bidder, Paulus Engineering, Inc., possesses a California State Contractors
License Classification "A" as required by the project specifications. A check of the
contractor's references indicates they have satisfactorily completed similar projects for
our City and other municipalities, including the recent water and sewer improvements in
the Peninsula Point area associated with AD 103.

On June 8, 2010, the Central Balboa Peninsula Underground Utilities Assessment
District (AD 100) was approved by property owners to underground the overhead utility
lines. This water and sewer main improvement project was designed, scheduled and
bid contingent on the passing of AD 100. When feasible, the City coordinates the
necessary maintenance and rehabilitation of water and sewer infrastructures and alley
repaving with the timing of the utilities assessment districts. This allows the City to
minimize impacts to adjacent homeowners while maximizing cost savings.
This project provides for the replacement of deteriorated water and sewer mains within
the Central Balboa Peninsula. The work will improve both operational efficiency and fire
protection capabilities of the water system.
Pursuant to the Contract Specifications, the Contractor will have 120 consecutive
working days to complete the work.
Environmental Review:
This project is exempt from the California Environmental Quality Act (CEQA) pursuant
to Section 15301 of the CEQA Guidelines. This exemption covers the minor alteration
of existing public facilities with negligible expansion of the facilities in areas that are not
environmentally sensitive.
Public Notice:
The Notice Inviting Bids was advertised in the City's official publication and in
construction industry publications. Prior to starting work, two City prepared notices will
be distributed by the contractor to adjacent residents and businesses. The first notice
will be distributed ten days before work and the second notice 48 hours prior to starting
work in the area.
Geotechnical Services:
In addition to the contract costs, approximately $12,975 in consulting geotechnical
services is estimated for this project and will be performed under the on -call
professional services agreement with Harrington Geotechnical Engineering, Inc.
