SUBJECT: Appointment of Laura Meier to Environmental Quality Affairs
Committee (EQAC)
ISSUE
Appointment of Laura Meier to the Environmental Quality Affairs Committee.
RECOMMENDATION
Confirm Councilmember Daigle's appointment of Laura Meier to the vacant District 4
position.
DISCUSSION
The Resolution establishing EQAC provides that the Committee membership will
include members appointed by each City Council member from their Districts or, if the
Council member chooses, a person who does not reside in his /her District. The District
4 position was vacated recently with the resignation of Michael Smith, Councilmember
Daigle has received an application from Laura Meier, and wishes to appoint her to the
vacant position.

I would be proud toserve the City of Newport through membership of the Environmental Quality Affairs Committee. My family loves
living in our great City, and 1 feel obligated to give back to our community with my time and talents. I believe [am a great fit forthe
EQAC. As an attorney,[ have a strong background In public law and In environmental and land use law. I was the appointed City
Attorney and Planning Commission attorney of a central valley city from 2004 -2008. 1 have also represented numerous Orange County
dties while at Best, Best & Krieger, LLP as a member of their municipal and redevelopment group. Part of my current law practicefocuses
on environmental and land use issues. As such, I have full legal knowledge of the law in this area, and I also have full knowledge of the
Brown Act. My goal is to he an informed, reliable, open- minded member of the EQAC, to build committee morale among members, and
ultimately provide the City with the most informed, fair recommendations possible to keep our City healthy and prosperous.
