Johnson, Chief of Police, 644- 3701, JJohnson @nbpd.org Steve Koudelka, Lieutenant, 644 -3740, SKoudelka @nbpd.org SUBJECT: ACCEPTANCE OF 2010 -2011 STATE OF CALIFORNIA, OFFICE OF TRAFFIC SAFETY (OTS), DUI ENFORCEMENT AND AWARENESS PROGRAM GRANT (AL1155) ISSUE: Accept grant funding for DUI Enforcement and Awareness Program. RECOMMENDATION: 1. "Accept grant funding from the Office of :Traffic Safety (OTS) in the amount of : $222,355 to fund a Driving Under the Influence (DUI) Enforcement and Awareness Program; as outlined in grant number AL1155. 2. Approve a Budget Amendment in the amount of $222,355 for the Police Department Budget for Fiscal Year 2010/2011 to fund the OTS, DUI Enforcement and Awareness Program grant. 3. Authorize the Administrative. Services' Director to establish revenue and expenditure accounts to facilitate the administration of these grant funds. DISCUSSION: Background: The City of Newport Beach has been awarded 6 grant from the State.of California, OTS, to increase DUI Enforcement <and. Awareness, in the City of Newport Beach. Grant AL11.1.55 will become.. effective .October .1, 2010, and expire September 30, 2011. . This $222,355 grant will pay for overtime costs for officers specifically assigned to DUI enforcement and awareness. OTS Grant August 10, 2010 Page 2 In 2008, OTS rated 103 California cities with population in the 50,000 to 100,000 range. At that time Newport Beach ranked as follows: Category Rankin Persons killed or injured in alcohol- involved collisions 6 Total alcohol - involved collisions 3 Alcohol - involved collisions with drivers between the ages of 21 and 34 3 Alcohol - involved collision with drivers under 21 53 The Police Department, in an effort to improve our DUI programs, applied for and was awarded an OTS grant in the amount of $222,355, pending approval of the City Council. The grant commences October 1, 2010, and ends September 30, 2011. This is a reimbursable grant, in that funds are repaid after the City incurs the overtime expense. Claims for reimbursement are made quarterly, and payments are processed by the State thereafter. This grant allows for the funding of overtime associated with six DUI checkpoints, 150 DUI saturation patrols, and two DUI "Court Sting" operations, which focus on offenders who drive after having their drivers license suspended or revoked by the Court. There are also provisions for two warrant services on offenders who do not respond to their DUI charges or observe the terms of their probation based on their DUI charges. ENVIRONMENTAL REVIEW: None. Through a competitive process, the Office of Traffic Safety (OTS) has tentatively approved your funding request for the proposal titled "DUI Enforcement and Awareness Program" in the amount of approximately $222;355.00. Your OTS Coordinator will contact you, to discuss your proposal and explain the Grant Agreement process, including a possible "Pre- Funding Assessment" meeting. In preparation, please visit our website, www.ots.ca.gov, at Grants and Programs, to view the Grant Program Manual, which gives instructions for completing a Grant Agreement. The following are timelines for development of your Grant Agreement: Final Deadline for Draft Grant Agreement submitted to OTS July 30, 2010 Final Deadline for Final Grant Agreement submitted to OTS August 31, 2010 It is our goal to have all new grants start no later than October 1, 2010. Failure to meet these deadlines will jeopardize your funding. If approval from a City Council or the Board of Supervisors is required; you should begin that process now. Do not incur grant reimbursable costs prior to the receipt of your official approval packet from OTS or before your grant start date: OTS will initiate a statewide media news release regarding 2011 proposals selected for funding. Your agency should not publically announce this tentative award until the grant agreement is fatly negotiated and signed by OTS. Again, congratulations on the success of your proposal.
