HomeMy WebLinkAbout06 - Installation of Stop SIgnsCITY OF NEWPORT BEACH CITY COUNCIL STAFF REPORT Agenda Item No. 6 September 14, 2010 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: Public Works Department Antony Brine, City Traffic Engineer 949 - 644 -3329 or tbrine @newportbeachca.gov SUBJECT: ADOPT A RESOLUTION FOR THE INSTALLATION OF STOP SIGNS AT THE INTERSECTIONS OF PARK AVENUE AT AMETHYST AVENUE, BALBOA AVENUE AT DIAMOND AVENUE, AND BALBOA AVENUE AT AMETHYST AVENUE ISSUE: Over the years, Balboa Island residents have expressed traffic safety concerns along both Park Avenue and Balboa Avenue. The concerns have included limited visibility at intersections, and also pedestrian safety. RECOMMENDATION: Adopt a Resolution for the installation of STOP signs at the intersections of Park Avenue at Amethyst Avenue, Balboa Avenue at Diamond Avenue, and Balboa Avenue at Amethyst Avenue, to create three -way STOP control at these intersections. DISCUSSION: The installation of STOP signs at these intersections will provide for a pattern of stop control at every other intersection along Balboa Avenue, and at every second or third intersection along Park Avenue. This pattern of alternating stop control is consistent with the streets in Corona del Mar, and in Newport Heights. The concept of establishing this type of alternating stop control can work well in a grid street system, such as on Balboa Island. ENVIRONMENTAL REVIEW: Categorically Exempt under Chapter 3, Article 19, Section 15301, Class 1(c) of Title 14, California code of Regulations. Exemption is for minor alteration of existing facilities not expanding existing uses. City Traffic Engineer Attachments: Resolution Location Map RESOLUTION NO. 2010- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH AUTHORIZING THE CITY TRAFFIC ENGINEER ON BEHALF OF THE CITY TO POST THREE - WAY STOP CONTROL AT THE INTERSECTIONS OF PARK AVENUE AT AMETHYST AVENUE, BALBOA AVENUE AT DIAMOND AVENUE AND BALBOA AVENUE AT AMETHYST AVENUE WHEREAS, Section 12.36.010 of the Newport Beach Municipal Code provides that whenever any ordinance or resolution of this city designates and describes any intersection at which vehicles are required to stop at one or more entrances thereto, the City Traffic Engineer shall erect and maintain STOP signs at those entrances of each intersection where a stop is required and WHEREAS, it has been determined that there is a need for three -way STOP control at the intersections of Park Avenue at Amethyst Avenue, Balboa Avenue at Diamond Avenue and Balboa Avenue at Amethyst Avenue. NOW, THEREFORE, be it resolved by the City Council of the City of Newport Beach that the following described locations are hereby designated as intersections at which vehicles are required to stop: Park Avenue at Amethyst Avenue Balboa Avenue at Diamond Avenue Balboa Avenue at Amethyst Avenue. BE IT FURTHER RESOLVED, that the City Traffic Engineer is hereby directed to erect and maintain all necessary signs at the above locations. -1- Section 2: This resolution shall take effect immediately upon its adoption by the City Council, and the City Clerk shall certify the vote adopting the resolution.
