Webb, Public Works Director- (949) 644 -3330, dawebb @newportbeachca.gov Fong Tse, Assistant City Engineer (949) 644 -3321 Police Facility Carpet Replacement Project — Award Contract No. 6015 Staff is requesting approval for the purchase and installation of replacement carpeting for the Police Station through the National Joint Powers Alliance (NJPA) cooperative contract purchasing program. RECOMMENDATION: Authorize the Mayor to execute a contract with Commercial Interior Resources (CIR) of Irvine, CA under the terms of NJPA Contract No. 022712 -IFA and the City's Special Conditions for the purchase and installation of replacement carpeting for the Police Facility. FUNDING REQUIREMENTS: Sufficient funding is available for the award of this Contract in the current budget. The following funds will be expended: Account Description Account Number Amount Facilities Maintenance Master Plan 7480- C1001000 $ 239.085.01 Total: $ 239,085.01 Proposed use is as follows: Vendor Purpose Amount Commercial Interior Resources Procurement/Construction Contract $ 239,085.01 Total: $ 239,085.01 DISCUSSION: The existing carpeting throughout the Police Station was installed more than seventeen years ago. Unlike most forty hours - per -week operations, the carpeting in the Police Facility is subjected to more than 160 hours of use per week, causing substantially more wear and tear. Although the Police staff has been diligent in maintaining the existing carpeting with a vigorous maintenance and select replacement program 8 -1 while expending above normal efforts and costs in attempting to make the Police Department flooring appear at least marginally reasonable, much of the existing carpeting can no longer be salvaged. Accordingly, this project will replace the existing carpeting with new carpet tiles throughout the Police Facility as a part of the City's Facilities Maintenance Master Plan (FMMP) to systematically make the needed major planned maintenance and repairs to the City's buildings. Instead of using the traditional design- bid -build delivery method, staff determined that it would be most efficient and economical for the City to utilize its NJPA membership to take advantage of the national cooperative contract purchasing program to complete this labor intensive project. Since all NJPA contracts have been competitively solicited nationally and vetted by knowledgeable committees with expertise in those trades, the City will benefit from the reduced pricing made possible by these large volume national contracts. Given that NJPA members have the ability to tailor their specific contract terms, staff has amended the base NJPA contract language to stipulate that CIR shall complete all work in place within twenty -eight (28) consecutive working days. The Work is expected to begin after the July 4th Holiday. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this project exempt from the California Environmental Quality Act ( "CEQA') pursuant to Section 15302 (replacement of existing facilities involving negligible expansion of capacity) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
