Approve recommended recipients for FY 2010/11 Cultural Arts Grants as selected
by the City Arts Commission in accordance with City Council Policy 1 -10 —
Financial Support for Culture and the Arts.
DISCUSSION:
BACKGROUND: City Council Policy 1 -10 recognizes the importance of promoting
culture and the arts within the City and establishes a Reserve Fund for Culture and Arts.
The sum of $40,000 (Cultural and Arts, City Grants Account # 4002 -8254) is provided
each year for specific cultural or artistic planning or projects as approved by the City
Council. The City Arts Commission has the responsibility to review all programs and
requests for support from arts groups and make recommendations for funding to the
City Council for final approval.
The Commission received written grant proposals from eleven organizations for funding
of approximately $78,180 in free cultural arts programming for the Newport Beach
community in fiscal year 2010 -11. After careful deliberation the following
recommendations, totaling $40,000, were approved at the September 9, 2010 meeting:
Baroque Music Festival $3500
The Baroque Music Festival, which takes place from June 19 — 26, 2011 is celebrating
its 31St year and continues as the oldest, fully professional musical performance venture
in the City of Newport Beach. In 2011 the festival is requesting funding for the first -ever
inclusion of music for viola d'amore, popular in the Baroque era in solo, duo concertos
and in Bach's cantatas. The Baroque Music Festival will present music by Vivaldi and
will include double concertos with viola, lute, strings and harpsichord. A lutenist will be
engaged, as well as an additional violinist. The festival will purchase printed musical
parts for planned compositions. The performances will take place at Sherman Library
and Gardens, St. Mark Presbyterian Church, as well as several venues throughout the
City.
The City of Newport Beach Arts Commission is dedicated to providing a range of free
cultural programming that enriches the entire community, especially children and
families. The Arts Commission sponsors multidisciplinary arts programs funded by the
Cultural Arts Grant Program such as arts lectures, public art projects including up to two
public art lectures, and visual art exhibitions in Central Library and at City Hall. The Arts
Commission extends the range of arts programming by providing additional funding for
the Concerts in the Parks series and the Shakespeare by the Sea festival held each
summer. In 2010 -11 these funds will assist with the Newport Beach Public Library's
three holiday puppet show performances.
Festival Ballet Theatre $1,000
Festival Ballet Theatre will bring its "Ballet to Schools" program to two Newport Beach
elementary schools in November /December, 2010. They will perform a narrated,
abbreviated version of The Nutcracker, tailored for children ranging in age from five to
fourteen years old. A program coordinator, with the assistance of the performers, will
guide the students through an interactive lesson on how pantomime, music, and
costumes tell a story and express emotions without words. Students will be taught
appropriate ways to express appreciation for a theatrical performance.
The Newport Beach Film Festival is planning a one -day educational industry seminar
program, similar to past seminars, to be held on the first Saturday during the Festival,
tentatively scheduled for April 30, 2011 at a Newport Beach location. Past seminar
topics have included directing, screenwriting, production design, cinematography, film
music composition, animation and special effects. Artists of past seminars include
Elmer Bernstien (To Kill a Mockingbird), Steve Oedekerk (Bruce Almighty, Jimmy
Neutron), John Waters (Polyester), Marc Shaimin (Sleepless in Seattle), John Landis
(Twilight Zone), and Judiann Makovsky (Harry Potter and the Sorcerer's Stone). The
Festival Seminar Series attracts a wide variety of people with a strong representation of
students, seniors, film experts, avid fans, and novice filmmakers. Ages span from 13 to
85. The seminar program intends to serve approximately 600 people. In 2011, the
Festival will expand its outreach to colleges and high school students.
Newport Beach Arts Collection Advisory Committee /Ruth Stoever
Fleming Art Collection $2500
The Newport Beach Arts Collection Advisory Committee /Ruth Stoever Fleming Art
Collection proposes an "Arts in the Spotlight" project. This program will include
comprehensive educational, outreach, and marketing efforts in highlighting the Ruth

Stoever Fleming art collection at Newport Harbor High School. Components include the
production of collection brochures in English /Spanish; generation of a "Most Promising
Artist" Scholarship; development of 5t grade level pre - collection visit curriculum;
updating an 80 -page soft cover catalog, an "Acoustiguide" hand -held audio script for the
collection, and an open house and gala, planned for May of 2011.
Newport Harbor Nautical Museum $2000
Using nautical and ocean themes as a backdrop, the program "Sea Tales" will provide a
platform for parents and their children to engage in a variety of activities including
storytelling, arts and crafts, music and touch -tank exploration that introduces them to all
the wonders of the sea. Participants are encouraged to dress up in costumes related to
the theme. An example of an upcoming theme is "Row Your Boat" which is offered in
conjunction with the museum's current exhibit on navigation and the upcoming
Transpacific Yacht Race. Families will be able to see and touch boats from the
museum's collection as well as enjoy hearing stories, singing "Row, Row, Row Your
Boat" then assembling and painting their very own boat to take with them.
The YMCA focuses on strengthening communities in the areas of youth development,
healthy living and social responsibility, believing that all children deserve the opportunity
to discover who they are and what they can achieve. The `Y' Arts and Humanities
Program offers fine arts, music and outdoor education classes. In the Y Fine Arts
Program, the goal is to stimulate personal growth through the fundamentals of arts.
Students will be introduced to the principles of line, form, shape, design and color.
Creative expression will be developed through a hands -on exploration of the
contemporary and historical art world.
South Coast Repertory Theatre has requested funding for "Theatre for Young
Audiences" (TYA), an annual series of three professionally produced plays. In 2010/11
SCR will focus on Sideways Stories from Wayside School by Louis Sachar; The Lucky
Duck, adapted from Hans Christian Andersen's "The Ugly Duckling" and The Emperor's
New Clothes also by Andersen. TYA extends the range of the theatre's offerings and
makes available to the community original, SCR - commissioned world premieres and
existing adaptations of popular and classic children's literature. As the only professional
youth- oriented theatre company in Orange County, TYA's main purpose is to introduce
the vitality and magic of professional theatre to all Orange County children, especially
those in underserved areas. Through TYA, educators have an opportunity to introduce
students to the wonder of live theatre in an academically significant way, at little or no
cost to the schools. At all TYA performances, students receive a special booklet with
biographical information about the playwright, educational games, and stimulating
activities built on the play's central themes.
Southland Opera proposes to perform assemblies of "Adventures in Song and Story" in
each of the six Newport Beach elementary schools and /or sequential workshops in a

Newport Beach school wherein students create their own song and perform it.
Southland Opera will work with four classes of students and each class will have four
sessions; the students perform their original pieces for the school audience and
attending family members. The "Adventures in Song and Story" program uses familiar
fairy tales as a vehicle to encourage reading and introduce young people to opera and
musical theater. Fairy tales and stories which have been highlighted are Cinderella,
Romeo and Juliet, Little Red Riding Hood, The Mikado, and Hansel and Gretel.
