SS2 & 21 May 26, 2015 I would like to voice my opposition to the tripling of the police force on the peninsula. Crime statistics show that crime is down on the peninsula. Restaurants and bars I've done a better job policing themselves. I don't think we should spend the money. I also think that there could be a negative impact to real estate values on the peninsula. I'm a resident of Newport Beach: 1309 Mariners Dr., Newport Beach, CA. I'm also a member of the Newport Harbor yacht club and my mother lives on the peninsula. At the May 21 CdMRA Board Meeting, Council Member Peotter mentioned that he might request a delay in funding the CdM Fire Station /Library renovation project for a year to accommodate more outreach, study and possible fundraising opportunities. The council recently approved a contract with WLC Architects to do precisely the outreach and study that is needed to create a working design and cost estimate. At this point in time, we have nothing more than a conceptual facility plan and some specific code requirements that must be met for hardened facilities like a fire station. Both the Fire Station /Paramedic Facility and the Branch Library are invaluable services to CdM residents and residents throughout Newport Beach. Both these city departments and the community expect a facility that will meet and support not only the current requirements and technologies, but one that will serve the community well for years to come. That takes careful planning and full cooperation and participation from all stakeholders. The review process is intended to study service needs, site and funding constraints and make the appropriate recommendations in a logical progression of steps. This vetting process is integral to all C1P planning. Therefore, please approve the CdM Fire Station /Branch Library project that is part of the 201512016 C1P Budget proposal at tonight's meeting, and let the planning and review process begin in the 201512016 fiscal year. Mayor and Council Members: I have only just returned and had access to the proposed City Council Agenda of May 26`h In review of Agenda Item 21, 1 note that the City proposes to accomplish the following steps in one fell swoop, without the Public having been afforded access to the detail previously requested , which is required to review the proposed City Fiscal Budget Plan FY 2015/16. 1. Public input( without being provided the information required for review and comment) 2. Council discussion 3. Council "checklist" 4. Resolution to adopt the Budget Plan FY 2015/16. The proposed process does not comply with the Brown Act. 1. Adequate public disclosure and review process is required, and has not to date been afforded by the City 2. Council cannot finalize, ratify, or Resolve to adopt a Plan which has not been disclosed or properly vetted. We hereby request that the City promptly: 1. Revise the proposed Agenda to afford the required public disclosures at this meeting 2. The City Council can review and discuss the proposed budget, and consider public input at this meeting 3. Abstain from Resolution concerning the Fiscal Plan for FY 2015/16 at this Session and defer until the next Council Session, assuming that items above have been properly addressed in a manner compliant with the Brown Act. We consider the City's Financial Plan, AND controls, to be of material importance to the City and its constituents. With particular consideration to the City's asserted policy of fiscal conservatism, there is inadequate information on the table to ascertain or verify the appropriateness of the proposed general fiscal plan and allocations, expenditures.
