De Santis, Economic Development Administrator 949 - 644 -3207, Idesantis @newportbeachca.gov SUBJECT: Appointment to the Economic Development Committee ISSUE The appointment of Fred Amen to the Planning Commission created a vacancy on the Economic Development Committee that should be filled. RECOMMENDATION Appoint Mark H. Hoover to the Economic Development Committee. DISCUSSION The Economic Development Committee (EDC) position that was held by Mr. Ameri is designated for a representative of the Building Industry Association (BIA). The BIA was notified and asked to submit a list of applicants and two applications were recommended for consideration. The applicants are Mark H. Hoover and Timothy L. Strader Jr., both residents of Newport Beach. Residency is not a requirement for a number of the EDC positions including the BIA designated position. On September 15, 2010, the EDC reviewed both applications and voted to recommend that the City Council appoint Mr. Hoover to the EDC. The applications are attached for review. The EDC further directed that Mr. Strader's application be kept on file with the City Clerk should vacancies arise in the future. ENVIRONEMTNAL REVIEW Staff recommends the City Council find this action is not subject to the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly.
