Hunt, City Attorney ext. 3131, dhunt @NewportBeachCA.gov SUBJECT: Consideration of Creation of a Reagan Centennial Commission and Adoption of Resolution 2010 -_ Establishing the Ronald Reagan Centennial Commission ISSUE: Shall Council create a commission to 1) organize a suitable memorial to President Ronald Reagan; 2) organize an event around President Reagan's 100th birthday on February 6, 2011; and 3) raise private funds to support the recognition of President Reagan to potentially include a City park and appropriate signage? Staff recommends the Council confirms 1) the establishment of the Commission; 2) solicit applications for participation on the Commission; 3) establish the number of members of the Commission at eight members selected by the Council with a chairman appointed by the Mayor; 4) appoint a subcommittee for reviewing applications and recommending appointment to the Commission; 5) establish the purpose of the Commission; and, 6) direct Recreation and Senior Services Department to provide staffing to the Commission. DISCUSSION: February 6, 2011 will be the 100th birthday of President Ronald Reagan. Should the Council wish to proceed with the establishment of the Ronald Reagan Centennial Commission we recommend that the scope of work for a citizen's commission be focused on the following: 1) organize a suitable memorial to President Reagan; 2) organize an event around President Reagan's 100th birthday; and 3) raise private funding in support of the recognition of President Reagan which will include the funding of signage of the Ronald Reagan Park, should the committee pursue this idea. Staff recommends, should you direct that we engage in the effort, 1) starting with adopting the resolution creating the commission and soliciting applications for participation on the commission; 2) establish the name of the Commission as the Newport Beach Ronald Reagan Centennial Commission; 3) establish the number of members of the Commission at eight members selected by the Council, with a chairman appointed by the Mayor; 4) appoint a subcommittee for reviewing applications and recommending appointment to the Commission; and 5) establish the purpose of the Commission to be: a) to organize a suitable memorial to President Reagan; b) to organize an event around President Reagan's 100th birthday; and, c) to raise private funding in support of the recognition of President Reagan which will include the funding of signage of the Ronald Reagan Park, should the Commission pursue this idea. Staffing shall be provided by the Recreation and Senior Services Department at the direction of the City Manager to provide the Commission with background information, analysis, and where appropriate, their recommendations based upon their professional experience, background, and training. Environmental Review The establishment of a Commission such as this is not a project as defined in the California Environmental Quality Act (CEQA) Implementing Guidelines. Public Notice Notice has been given consistent with the Ralph M. Brown Act. No other public notice is required by this item. Hunt City Attorney Submitted By: Attachments: Attachment "A ": Resolution 2010- Attachment A Resolution 2010- RESOLUTION NO. 2010 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH CREATING A NEWPORT BEACH RONALD REAGAN CENTENNIAL COMMISSION WHEREAS, at the October 12, 2010 City Council meeting it was requested of City staff to place an agenda item for Council's consideration of the creation of the Newport Beach Ronald Reagan Centennial Commission; WHEREAS, it is appropriate to appoint a citizens' commission to commemorate the 100th birthday of President Ronald Reagan; NOW, THEREFORE, the City Council of the City of Newport Beach resolves as follows: Section 1: Council hereby creates and establishes the Newport Beach Ronald Reagan Centennial Commission in order to suitably commemorate the 100th birthday of President Ronald Reagan. Section 2: Council shall solicit applications for participation on the Commission. Section 3:. Council shall establish the name of the Commission as the Newport Beach Ronald Reagan Centennial Commission. Section 4: Council shall establish the number of members of the Commission at eight members selected by the Council, with a chairman appointed by the Mayor. Section 5: Council shall appoint a subcommittee for reviewing applications and recommending appointment to the Commission. Section 6: Council shall establish the purpose of the Commission to be: a) to organize a suitable memorial to President Reagan; b) to organize an event around President Reagan's 100th birthday; and, c) to raise private funding in support of the recognition of President Reagan which will include the funding of signage of the Ronald Reagan Park, should the Commission pursue this idea. Section 7: The Commission shall conduct its meetings consistent with the Ralph M. Brown Act (California Government Code sections 54950 et. seq.). Section 8: This resolution shall take effect immediately upon its adoption by the City Council, and the City Clerk shall certify the vote adopting the resolution. ADOPTED this day of 2010. Keith D.
