RECOMMENDATIONS 1. Accept the completed work and authorize the City Clerk to file a Notice of Completion. 2. Authorize the City Clerk to release the Labor and Materials bond 35 days after the Notice of Completion has been recorded in accordance with applicable portions of the Civil Code. 3. Release the Faithful Performance Bond one year after Council acceptance. DISCUSSION Summary of Completed Construction Contract Total Contract Final Cost at Benchmark Actual Contract Time Amount Completion Target Time Under ( -) (days) or Over ( +) $44,160.00 $47,718.00 Contract Contract 9 -16 Plus 10% +8% On July 6, 2010, City Council authorized the award of Playground Resilient Surface Renovation — Phase 2 contract to R.E. Schultz Construction Services (R.E. Schultz) of Silverado, California at a contract cost of $44,160.00. The contract provided for the replacement or re- topping of resilient play surfaces at four parks: West Newport Community Center, Bayview Park, Eastbluff Park, and San Miguel Park. A summary of the contract cost is as follows: Original bid amount: Actual cost of bid items constructed: Final contract cost: $44,160.00 $47,718.00 $47,718.00 Upon removal of the wear course, it was determined an additional 600 square feet of cushion layer was required to replace the existing cushion layer at Eastbluff Park and Bayview Park. Although there were no change orders on this project, additional work under the approved bid quantities amounting $3,558.00 was installed. A summary of the project schedule is as follows: Estimate Completion Date per July 2010 Schedule October 12, 2010 Project Award for Construction: July 6, 2010 Contract Completion Date per NTP October 11, 2010 Actual Construction Completion date: September 17, 2010 ENVIRONMENTAL REVIEW: This project was determined to be exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301(c) of the CEQA Implementing Guidelines. This exemption covers the maintenance and repair of existing facilities involving negligible or no expansion of existing facilities. PUBLIC NOTICE: The Notice Inviting Bids was advertised in the City's official publication and in construction industry publications. Prior to starting work, two City - prepared construction notices were distributed by the contractor to the nearby residents and businesses advising them of the work.
