De Santis, Economic Development Administrator 949 - 644 -3207, Idesantis @newportbeachca.gov SUBJECT: Appointment of the Advisory Board of the Newport Beach'Restaurant Association Business Improvement District (NBRA) RECOMMENDATION Confirm the NBRA election of Advisory Board and Executive Board members. DISCUSSION Background Under the 1989 Business Improvement District ( "BID ") Law the City Council appoints the Advisory Board. As a matter of practice the City Council has encouraged each BID to hold elections for its Advisory Board and then appointed /confirmed those members as the Advisory Board. The NBRA held its annual election at its annual member luncheon on September 8, 2010. At the subsequent Advisory Board Meeting on October 27, 2010, the Officers /Executive Committee of the Advisory Board was elected from among the Advisory Board members. Because the NBRA has between 350 and 400 members at any given time, NBRA By -Laws allow for an Advisory Board of not less than five (5) and not more than twenty -five (25). Zadeh, Owner, Port Restaurant & Bar Appoint NBRA Advisory Board December 6, 2010 Page 2 Advisory Board Members - 11 Nicole Hay, Marketing Director, 21 Ocean Front Eldy Galietta, Owner, Barola by the Sea Robert Ramirez, General Manager, The First Cabin at Balboa Bay Club Steve Kim, General Manager, The Five Crowns Restaurant Dave Salisbury, Owner, Harborside Restaurant & Grand Ballroom Miguel Rodriguez, General Manager, Mastro's Ocean Club Jonh Bullard, General Manager, Newport Landing Restaurant Sam Tila, Owner, Royal Thai Cuisine Tony Motakef, General Manager, Tommy Bahama Island Grille ChrisAnn Richards, Owner, Wine Lab Newport Kristen Rhynerson, Special Events Director, Zov's Neighborhood Cafe & Bar Environmental Review Staff recommends the City Council find this action is not subject to the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly.
