RECOMMENDATION: Confirm the nominations made by the Ad Hoc Appointments Committee: Board of Library Trustees [2 vacancies /minimum 4 nominees] Gloria Alkire Jill Johnson - Tucker (incumbent) William O'Neill David Sheffner The process to fill Commission and Building and Fire Board of Appeals [2 vacancies /minimum 4 nominees, however only 3 applicants] James Anderson (incumbent) George Crall Khosrow (Saum) Nourmohammadi (Nour) City Arts Commission [1 vacancy /minimum 2 nominees] Arlene Greer (incumbent) Jacqueline Hahn Civil Service Board [1 vacancy /minimum 3 nominees]' 1. Gloria Alkire Pursuant to Charter Section 710, this year's Civil Service Board appointment will come from a list of three nominees as provided by a majority of the Civil Service Board Members. DISCUSSION: At the regular meeting of the City Council held on April 28, 2015, Mayor Selich appointed Mayor Ed Selich, Mayor Pro Tern Diane Dixon, and Council Member Tony Petros to serve on an Ad Hoc Appointments Committee to review applications and make recommendations to the full Council for the Board and Commission vacancies scheduled to occur on June 30, 2015. The deadline to submit applications was Wednesday, May 13, 2015, at 4:00 p.m. The Ad Hoc Appointments Committee reviewed the applications on file and conducted interviews on June 22, 2015 and June 26, 2015. Regarding the Civil Service Board vacancy, a Civil Service Board subcommittee of Board Members Mike Talbot and Debbie Allen interviewed candidates on May 18, 2015 and May 22, 2015, and recommended three individuals, as ranked in the recommendation. The Ad Hoc Appointments Committee is now requesting that the City Council confirm the nominations as listed in the recommendation. The appointments to fill the vacancies are scheduled for the June 23, 2015 City Council Meeting. All new terms will be effective July 1, 2015, with an expiration date of June 30, 2019, except the unscheduled vacancies on the Building and Fire Board of Appeals (Ron Yeo's seat) and the Planning Commission (Larry Tucker's seat). The two seats will expire on June 30, 2016; however, the individuals filling the unscheduled vacant seats will be eligible to reapply for their respective seats next year in order to serve for a full four - yearterm. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. The public library stands as one of the great pillars of our community - a repository of countless sources of knowledge, learning, and literacy. As toddlers finding their next adventure, as teens searching for wisdom and guidance, and as adults striving for knowledge and satiation of our curiosities, the public library contains experiences we live and share, together, throughout our lives. Even the simple act of opening a library book can evoke nostalgia, a feeling of fellowship, and a sense of wonder. My two children enjoy the Books & Babies and the Toddler Storytime programs (that my wife also enjoys attending with them) and I enjoy the strong book selection and well -lit space. When Andy turned 16 he successfully tried out and became a Newport Beach seasonal ocean lifeguard. Now in his eighth season, he works summers in the towers and as a Junior Lifeguard instructor. Andy graduated from USC where he played on three NCAA championship water polo teams. I have to believe that all of this came about as a result of the aquatic programs provided by the City. Two years ago I retired from Orange Coast College where I had served since 1976 in many different roles: as assistant dean of. student affairs, director of community relations for the Coast Community College District, professor of kinesiology and athletics, and head men's soccer, coach. I was the to coach of the OCC Surf Team in the late 1970's and the OCC Surfing and Ocean Safety kinesiology class in the early 1990's. I still teach the surfing class as a part-time instructor every Friday on the south side of the Newport Pier from 8 am -12 noon during the fall and spring semesters. . I am the owner of the nationally recognized Quarterback & Receiver Camps, founded by my father in 1965. This summer will mark the 51st year of training high school, junior high school and youth quarterbacks and receivers at six -three day /two night camps held in California, Arkansas, Georgia, Ohio and New Jersey. This fall I will be entering my 21st season in the National Football League as Side Judge #125. 1 have officiated three Super Bowls: in 2002, -2004 and 2012. Prior to that, I officiated football in the Pac -10 for 13 seasons. I also officiated high school and college basketball and baseball. I am a strong believer in volunteering and giving back to the community. Over the years, I have given numerous speeches about my NFL experience and community involvement to a variety of local organizations including, service clubs, professional organizations and the Newport Beach Police Department. Last fall, I participated in the Newport Beach Police Department Citizens' Police Academy. I am currently in the background investigation phase to become a NBPD Volunteer in Policing. I am on the Newport Beach Host Town Committee for this summer's Special Olympics World Games in Los Angeles., Newport Beach was selected by Special Olympics to host 136 athletes, coaches and chaperones from Mexico and 10 from Fiji. This spring I will be enrolled in the Newport Beach Fire Department Certified Emergency Response Team (CERT) course to become a CERT volunteer. I think I have a good understanding of my Community and from my experience in working with many governing agencies and attending numerous related meetings, I think I know what is be expected of me to best serve as a Commissioner in my Community. My education is in architecture, engineering and planning along with my professional experience I have been asked to be guest lecturer at colleges, professional and civic groups and governmental organizations in many parts of US, 'especially in California and Washington D.C. Adding to my experience, I have also been a licensed General Contractor as well as a Real Estate Salesman in the State of California. I know that every approval may not meet everyone's expectations but in my professional experience of presenting and having approvals for many millions of dollars worth of fine developments we have always pleased most parties involved through a series of compromises so it would be a "win — win situation." I have been directly involved in the design, processing and approval of projects from general plan amendments, CEQA approvals, many different commissions and/or boards including environmental, transportation, school, harbor, park, library, water, sanitation, other utilities, airport, and planning as well as City/County Councils including the Coastal Commission, including attending its first meeting in Southern California. The project was excavated to an Elevation <2.50 feet below sea level> using vibrated in place steel sheet piles, extensive temporary and permanent dewatering system, concrete friction piles, and an extensive methane and waterproofing system prior to the placement of the first concrete slab with a finish floor Elevation of 2.00 with ground water at Elevation 5.00. Involved in the bidding and purchasing process including working with a very complex labor agreement with the Construction Trades Council that required the "shadow bidding process ". The Planned Community of Playa Vista also has requirements that included an OCIP General Liability and Worker Compensation insurance program, extensive environmental constraints, noise restrictions, strict SWPPP guidelines, water quality discharge program, construction recycling program of over 90% of the waste, a disadvantaged workers program with 10% of the work force from this program, and a strict safety program with regular inspections by third party inspectors.
