HomeMy WebLinkAbout21 - Conduct a Public Hearing and Adopt Resolution for Level Three Water Supply Shortage - CorrespondenceJune 9, 2015 Item No. 21 429 Marigold Avenue Corona del Mar, CA 92625 May 15, 2015 Re: Resolution of Intent to Declare a Level Three Water Supply Shortage Newport Beach City Council: I have obtained a copy of the seven page statement dated May 12, for Agenda Item No. 19. Rather than take up time at the public meeting on May 26 1 would like to suggest the following items be considered in advance by the staff and possibly by the Council members. (1) Watering will work OK on only one or two days each week. This will not keep greenery "lush" but sufficiently alive for the duration of a drought, and l concur with this measure; however, enforcement could be difficult and costly in terms of personnel. Suggestion to encourage conformance:. Specify specific days either city -wide or at least by neighborhood so that violators will be obvious to their neighbors, reducing enforcement hours by City personnel. (2) Monthly usage and 3 -year running averages are unknown to many or maybe all residents of Newport Beach. I vaguely recall seeing this information years ago but I am not aware of receiving this information in recent years. Suggestion: Announcements should be make early and maybe repeatedly at the hearing on May 26 that enforcement will begin sixty days (or whatever is appropriate) AFTER the first of regular monthly reports are mailed or emailed to homeowners with this information. (3) The last line of page 19 -2 and the second and third lines of 3.A. on page 19 -5 both read "the hours of 9:00 a.m. and 5:00 p.m. Pacific Standard Time ". This is confusing since California is not on "Pacific Standard Time" half of each year. It is also unreasonable to order residents to adjust sprinkling system timer on the first day of two months each year and again in those same two months each year when California changes mid -month to and from Pacific Time and Daylight Savings Time. Suggestion: Revise the wording to read "between the hours corresponding to 9:00 a.m and 5:00 p.m. Pacific Standard Time in the summer months without adjusting automatic timers to Daylight Savings Time in the winter months." Similarly, revise the wording in 3.13. near the top of page 19 -6 to "(a) two (2) irrigation days per week during Pacific Standard Time from March to November and (b) one (1) irrigation day per week during Daylight Savings time from November to March." My wife and I live on a corner 30 x 118 ft lot. We re -set our sprinkling system timer to two days per week when that schedule was requested several weeks ago. I anticipate no problem in reducing present watering the additionally specified 25% by simply shutting off water to the city -owned grass- covered areas across the 30 ft front yard and along the 118 ft side yard between our property lines and the streets, and by reducing daily showers to every two or three days. Two nearby corner lots that our dog and I pass every morning are watered seven days a week. I will be interested in seeing how much these lots change compared to ours when the Level Three rules and adopted. THE CURRENT METHDOLOGY PROPOSED WILL LEAD TO GREAT INEQUITIES AND LIKELY WILL INVOLVE MANY HOURS OF DISPUTES WITH STAFF TO SAY NOTHING AS TO ACHIEVING THE 25% GOAL.
