HomeMy WebLinkAbout23 - Rapid Intervention Crew TrainingCITY OF NEWPORT BEACH CITY COUNCIL STAFF REPORT Agenda Item No. 23 January 13, 2009 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: Fire Department Steve Lewis, Fire Chief, 644 -3101 s lewisa-city. newpo rt -beach . ca. u s SUBJECT: Accept Assistance to Firefighters Grant Award for RIC Training RECOMMENDATION: City Council accepts Department of Homeland Security Fire Administration Assistance to Firefighters Grant for $38,021 to conduct Rapid Intervention Crew (RIC) Tactics and Firefighter Survival Training Program. 2. City Council approve a Budget Amendment BA _ increasing revenue estimates by $38,021 in 2320 -48941 and increasing expenditure appropriations in 2320 -9032 by $47,526 which includes $9,505 from the General Fund unappropriated fund balance for the required 20% matching funds. DISCUSSION: In FY 2008, the Department of. Homeland Security (DHS) Office of Grants and Training announced the availability of grants for fire agencies to enhance their abilities with respect to fire and fire- related hazards. The Newport. Beach Fire Department (NBFD) applied for the grant to conduct a joint regional Rapid Intervention Crew (RIC) Tactics and Firefighter Survival training program, along with the Costa Mesa and Laguna Beach Fire Departments. The training program is designed to enhance the capability of all Costa Mesa, Laguna Beach, and Newport Beach firefighters to prepare, deploy and respond to an incident involving a down, missing or trapped firefighter during operations in an immediately dangerous to life and health (IDLH) atmosphere. A total of 250 firefighters will be certified in this specialized lifesaving survival training. The grant will cover the costs associated with the California State Fire Marshal course fee, lecture materials, books, and minor interior alterations within the NBFD training tower necessary to create a life- like scenario using rough lumber.
