DISCUSSION: The Resolution establishing EQAC provides that the Committee membership will include at- large members appointed by each City Council member, and four members who are active in homeowners or community associations or other civic or community groups. The community association members are to be appointed by Council from recommendations made by the Committee. There is currently one vacancy in the community association membership category. Three applications for EQAC are on file with the City, which EQAC discussed at their meeting of February 23, 2009. Although none of the applicants has community association experience, EQAC found that Kevin Nolen's background in real estate and construction management and his status as a LEED Accredited Professional make him a good candidate for the Committee. Sandra Haskell serves as the District 6 at -large member, and has community and civic association experience. She has served on the Shorecliffs board of directors and is currently the Shorecliffs representative to the Corona del Mar Residents Association. Council Member Gardner would like to appoint Mr. Nolen as the District 6 at -large member, and EQAC recommended that Mrs. Haskell be reassigned to the community association position.
