HomeMy WebLinkAbout2015-56 - Establishing a Revised Schedule of Rates for Off-Street Parking Meter Zones RESOLUTION NO. 2015-56 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH, CALIFORNIA, ESTABLISHING A REVISED SCHEDULE OF RATES FOR OFF-STREET PARKING METER ZONES WHEREAS, the City Council of the City of Newport Beach adopted Resolution No. 2000-38, as amended by Resolution No. 2010-39 (which revised the schedule of rates for off-street parking meter zones), Resolution No. 2013-33 (which added off- street parking meter zones 29 (Corona del Mar Parking Lot) and 30 (Balboa Pier Parking Lot) and Resolution No. 2014-102 (setting peak and non-peak rates for Balboa Village); and WHEREAS, the City Council desires to establish new fees for parking in the off- street parking meter zones and set the fees for parking in said zones. NOW THEREFORE, the City Council of the City of Newport Beach hereby resolves as follows: Section 1: The fees for parking at parking meters located at off-street parking meter zones, as established by Resolution No. 2000-38, and amended by Resolutions No. 2010-39 and 2013-33, are hereby established at: Ninety Cents ($0.90) per hour in Zone 24; One Dollar and Twenty Cents ($1.20) per hour in Zones 10, 25, 26 and 27; One Dollar and Seventy-Five Cents ($1.75) per hour in Zones 11, 12, 14, 15, 16, 19, 20, 21, and 22; Sixty Cents ($0.60) per hour during the non-peak season (October 1 through April 30) and One Dollar and Seventy-Five Cents ($1.75) per hour during peak season (May 1 through September 30) in Zones 17, 18, 23 and 28; Zone 29 shall remain unchanged; Zone 30: Peak Off-Peak Peak Holidays Automobiles $1.75/hr, $1.20/hr, $2.40/hr, $17.50/day max $18.00/day max $24.00/day max Resolution No. 2015-56 Page 2 of 3 Motorcycles $0.90/hr $0.60/hr, $1.50/hr, $9.00/day max $15.00/day max $15.00/day max Disabled $0.90/hr, $0.60/hr, $1.50/hr, Persons $9.00/day max $15.00/day max $15.00/day max Recreational $1.75/hr, $1.20/hr, $2.40/hr, Vehicles $17.50/day max $18.00/day max $24.00/day max (perspace (perspace (perspace occupied) occupied) occupied) Buses $50.00/flat rate $50.00/flat rate $50.00/flat rate for 10-24 for 10-24 people, for 10-24 people, people, $100/flat rate for $100.00/flat rate $100.00/flat 25+ for 25+ rate for 25+ One Dollar and Seventy-Five Cents ($1.75) in Zone 31. Beginning on January 1, 2017 and reoccurring annually thereafter, the parking rates for all off-street parking zones shall increase by ten percent (10%) rounded down to the nearest five cents ($0.05), unless the City Manager elects in writing to not increase the off-street parking meter fees for a given year. Section 2: If any section, subsection, sentence, clause or phrase of this resolution is, for any reason, held to be invalid or unconstitutional, such decision shall not affect the validity or constitutionality of the remaining portions of this resolution. The City Council hereby declares that it would have passed this resolution, and each section, subsection, clause or phrase hereof, irrespective of the fact that any one or more sections, subsections, sentences, clauses and phrases be declared unconstitutional. Section 3: The City Council finds the adoption of this resolution is not subject to the California Environmental Quality Act ("CEQA") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. Resolution No. 2015-56 Page 3 of 3 Section 4: This resolution shall take effect immediately upon its adoption by the City Council, and the City Clerk shall certify the vote adopting the resolution.
