If desired, provide additional staff direction. DISCUSSION: On February 17, 2009, President Barack Obama signed into law the American Recovery and Reinvestment Act (ARRA) of 2009. The stated purpose of the ARRA is to promote economic recovery in the following ways: • Preserve and create jobs; • Assist those impacted by the recession; • Increase economic efficiency through technological advances in science and health; • Invest in transportation, environmental protection, and other infrastructure; • Stabilize State and local government budgets to minimize and avoid reductions in essential services. Overall ARRA includes funding programs in health care, energy, infrastructure, education, and public safety. The total cost of the package is $787 billion, and consists of $355 billion for improvements to transportation, infrastructure, construction, health care programs, education and housing assistance, and energy efficiency projects, $144 billion in State and local fiscal relief, and $288 billion in personal and business tax credits. As you are aware, the Army Corps of Engineers will receive $ 17.3 million for the completion of the Upper Newport Bay dredging. Other potential funding may be available to the City in the areas of transportation and infrastructure investment. While much of the available programs fall under the jurisdiction and control of the State and Metropolitan Planning Organizations (MPO) such as the Orange County Transportation Authority (OCTA), there are several funding programs that might provide our City with ARRA of 2009 — Status Report. May 12, 2009 Page 2 stimulus funding. The following report provides a status of staff's ongoing efforts to date. Highway Infrastructure Program The Highway Infrastructure Program will provide $27.5 billion to States under the existing funding formulas with 30% of the funds within each state being allocated under population formulas to MPOs. The funds must be obligated within one year and cannot supplant existing funding. The amount of funding available under this program for Orange County is approximately $33 million. Caltrans and OCTA have stipulated that only roadway rehabilitation projects will be accepted for consideration. The available funding will be appropriated by population. City staff reviewed the current City Pavement Master Plan and chose the rehabilitation of Balboa Boulevard, 22nd Street to 44d' Street, ($1,083,000) as a good candidate for the program. OCTA has submitted the attached list to Caltrans and we await approval. Energy Efficiency and Conservation Block Grants The Energy Efficiency and Conservation Block Grants will provide $3.2 billion to reduce energy use and fossil fuel emissions and $2.8 billion of that will be distributed. by formula. Our City is slated to receive $853,300. Staff is currently designing a project to install LED or other low energy fixtures to replace existing streetlights. This work would occur in conjunction with our streetlight conversion project in the next fiscal year. Community Development Block Grant The ARRA has provided an additional $1 billion for the current Community Development Block Grant Program. In general, the funds are apportioned under the existing formulas. The City's share will be $96,603. Proposed projects must be awarded with 120 days of approval and no later than September 30, 2009. Staff proposes these funds be utilized to remove and replace deteriorated rubberized ADA surfacing material for playgrounds in Cliff Drive, Grant Howald (CYC), Bob Henry, and Bonita Creek parks. The total cost to perform the work at these four locations is estimated to be approximately $102,000. The increase in our annual CDBG entitlement allocation is $1,716, bringing our 2009 -10 allocation to $355,659. The total amount of expected ARRA funds to date is $2,032,903.
