Approve the project drawings and specifications. 2. Award Contract No. 4195 to Western States Roofing Systems, Inc. (Western States) for the Total Bid Price of $74,650.00, and authorize the Mayor and the City Clerk to execute the contract. 3. Establish an amount of $11,200.00 (15 %) to cover the cost of unforeseen work. The difference between the estimate and low bid price may reflect the current economic volatility. The low bidder, Western States, possesses a California State Contractors License Classification "C -39" as required by project specifications. A check of the contractor's references indicates it has satisfactorily completed similar projects for other municipalities. Two recent municipal roofing projects have been completed for the City of Los Angeles Housing Authority both on schedule and without change orders. On April 8, 2009 Mesa Roofing Company conducted a water leak test on the CYC roof. Results reveal the roof is in poor condition and would need replacement. Several leaks were identified on shingle roof, flat roof, and skylights. Contract unit prices were established to control the cost for repairing any damage to the existing roof. Although effort was made to anticipate problems with the rehabilitation project a 15 percent contingency was added due to the unforeseen condition of the sub -roof and possible water damage. The work for this contract includes distributing construction notices to nearby residents, removing and disposing of existing roofing and skylights, repairing any damage to existing roof structure, installing tubular daylighting devices, installing fiberglass composite roof, installing thermoplastic membrane flat roof, and completing other incidental items in place as required by the Plans and Specifications. Pursuant to the Contract Specifications, the contractor will have 20 consecutive working days to complete the work. Environmental Review: This project is exempt from the .California Environmental Quality Act (CEQA) pursuant to Section 15301 Class 1 (c), of the CEQA Implementing Guidelines. This exemption covers the maintenance and alteration of existing public facilities with negligible expansion of the facilities in areas that are not environmentally sensitive. The Notice of Exemption was filed with the County of Orange on July 14, 2009. Public Notice: The Notice Inviting Bids was advertised in the City's official publication and in construction industry publications. Prior to starting work, two City prepared notices will be distributed by the contractor to residents. The first notice will be distributed ten days before work in the area and the second notice 48 hours prior to starting work in the area. Special Inspection: Special building inspection will be required for this project.
