Approve the project drawings and specifications. 2. Award Contract No. 4090 to Macadee Electrical Construction for the Total Bid Price of $165,669.00 and authorize the Mayor and the City Clerk to execute the contract. 3. Establish an amount of $17,000 to cover the cost of unforeseen work. 4. Approve a budget amendment recognizing an additional contribution of $2,787 from the Corona del Mar Business Improvement District and appropriating $2,787 to Account No. 7251- C2202001, which together with the original appropriation of $100,000 represents 50 percent of the proposed design and construction costs for the project. The low bidder, Macadee Electrical, possesses a California State Contractors License Classification "C -10" as required by the project specifications. The work necessary for the completion of this contract consists of mobilization, traffic control, construction notifications, construction survey, removal and installation of new streetlight standards, foundations, decorative mast arms, decorative light fixtures, pull boxes and service cabinet, pavement restoration, and all other items of work required to complete the work in place. Pursuant to the Contract Specifications, the Contractor will have 40 consecutive working days to complete the work. Environmental Review: This project is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15302, Class 2(c) of the CEQA Implementing Guidelines. This exemption covers the removal and replacement of existing utilities with negligible expansion. Public Notice: The Notice Inviting Bids was advertised in the City's official publication and in construction industry publications. Prior to starting work, two City prepared notices are distributed by the contractor to both residents and businesses. The first notice will be distributed ten days before work commences in the area and the second notice 48 hours prior to starting work in the area. Funding Availability: Anticipated costs for design and construction total $205,574. The City and Corona del Mar Business Improvement District (BID) have agreed to pay half of the total cost or $102,787 each. If there is a remainder in the contingency at the end of the project, the BID will be reimbursed accordingly. The current CIP budget includes funding from the Corona del Mar Business Improvement District for this project in the amount of $100,000.
