Brown, City Clerk 949 - 644 -3005, (brown @newportbeachca.gov SUBJECT: APPOINTMENT TO THE BUILDING AND FIRE BOARD OF APPEALS. RECOMMENDATION: Appoint one of the two nominees (William Dildine and Stephen Sandland) to fill the vacancy on the Building and Fire Board of Appeals, which was created as a result of the resignation of Paul Larry Root. Members of the Building and Fire Board of Appeals serve indefinite terms. DISCUSSION: On September 8, 2009 the Council confirmed the above -named nominations. As per Council Policy A -2, the following is the procedure for voting on appointments to City Commissions, Boards and Committees: A. The Council will vote on all appointments and seats on each Board /Commission simultaneously. The voting will be by paper ballot and the City Clerk will tabulate and announce the results, including the vote tally. B. Each member of the Council will cast the number of votes as indicated on the paper ballot for each seat from the list of the nominees. In order to be appointed, the nominees must receive at least four votes. C. For boards /commissions with two vacancies, if two of the nominees receive four or more votes, they will be automatically appointed. D. If there is a tie vote, ballots will be distributed to the Council Members to vote for the tying candidates only. Appointment to the Building and Fire Board of Appeals September 22, 2009 Page 2 E. In the event that no one receives four votes, nominees receiving zero or one vote will be dropped and the Council will cast two votes from the list of the remaining nominees and the determination will be made as previously stated. During that time I have designed and completed projects as the Architect, the Owner and the Contractor, so I have seen all aspects of the construction process. I have been involved with a wide variety of projects including residential, retail, office, entertainment, hotels, and Industrial buildings. I understand the importance of life safety issues and the need for building codes. I have been involved with the appeal process in another County regarding the quantity of bathroom fixtures required in an industrial building, so I am familiar with the need also to have a sense of reason when certain code interpretations are available as an option. Currently I am serving on the City Hall and Park Design Committee here in Newport Beach. It has been a very rewarding experience for me to "give back' my time to this community which means so much to me and my family. My duties on that Commission will likely be winding down over the next few months and 1 am seeking an opportunity where I can apply again my ability and knowledge to benefit this City and Its residents. Brown, City Clerk 949 -644 -3005, (brown @newportbeachca.gov SUBJECT: UNSCHEDULED VACANCY ON THE BUILDING AND FIRE BOARD OF APPEALS RECOMMENDATION: Confirm the nominations of William Dildine and Stephen Sandland as presented by the Ad Hoc Appointments Committee to fill the unscheduled vacancy on the Building and Fire Board of Appeals as a result of the resignation of Paul Larry Root. DISCUSSION: At the Regular Meeting of August 11, 2009 the City Council declared the position vacant and directed the City Clerk to advertise the vacancy pursuant to Council Policy A -2. Council Member Webb, Council Member Daigle, and Council Member Gardner were appointed as the Ad Hoc Appointments Committee. Members of the Building and Fire Board of Appeals serve indefinite terms. The deadline to apply was Thursday, August 27, 2009. At the conclusion of the application period, two applications were received and forwarded to the committee for their review and scheduling of interviews.
