Brown, City Clerk 949- 644 -3005, (brown @newportbeachca.gov SUBJECT: APPOINTMENTS TO THE TASK FORCE ON CYCLING SAFETY RECOMMENDATION: 1) Adopt Resolution No. 2009 -_ amending Resolution No. 2009 -67 regarding the membership of the Task Force on Cycling Safety; and 2) Confirm the Mayors appointments to the Task Force on Cycling Safety: Balboa Peninsula or West Newport Beach Area - Daniel Murphy Corona del Mar Area - Francis (Frank) Peters Newport Coast Area - Jim Sweet At -large Residents - Sean Matsler, Tony Petros, and John Tzinberg DISCUSSION: At the Regular Meeting of September 22, 2009, the City Council formed the Task Force on Cycling Safety and appointed Council Member Gardner (Chair) and Council Member Webb to the Task Force. The City Clerk advertised the vacancy pursuant to Council Policy A -2, and the deadline to apply was Friday, October 16, 2009. At the conclusion of the application period, the applications were forwarded to Council Members Gardner and Webb for their review and scheduling of interviews. Interviews were conducted on Monday, October 19, 2009. Appointments to the Task Force on Cycling Safety October 27, 2009 Page 2 The Task Force consists of two Council Members and one member of the cycling community from the Balboa PeninsulaA/Vest Newport Beach area, one member from the Corona del Mar area, and one member from the Newport Coast area. However, in order to ensure a full representation of the cycling community who reside in Newport Beach, the Council Member representatives on the Task Force requested that the membership composition be amended to also include three at -large members. This change is reflected in the draft resolution attached. All terms will be effective upon appointment and shall expire on March 31, 2010, unless extended by action of the City Council. Improving the safety of streets and highways for cyclists, including but not limited to additional bike lane designations and "Share the Road" signs; 2. Ways to encourage the cycling community to be fully respectful of autos, pedestrians, and all traffic laws (including speed limits especially along Ocean Front Walk, Back Bay Drive and in the Newport Coast, red lights, stop signs, and their obligation to ride no more than two abreast during group rides); 3. Although my wife and I were both raised in Orange County, we are relatively new members of the Newport Beach community. We chose Newport Beach, generally, and the Dover Shores neighborhood, specifically, after spending countless hours cycling and running around the Back Bay (I am a cyclist and triathlete.) Professionally, I am a transportation planner with 25 years of experience in multi -modal transportation. I have managed the development of the City of Irvine Bicycle Circulation Plan. I am preparing the analysis of the City of Berkeley Pedestrian Plan.I am familiar with the Bicycle Transportation Account, the funding source for bicycle safety projects through Caltrans. I have sat as an expert witness in traffic safety litigation. I have worked in the field of traffic/transportation throughout California and abroad. I have had extensive experience whilst a police officer in the New South Wales Police Service. I have worked on many committees and commissions that have worked with local government departments in advising on legislative matters. During my time as a police officer I have always been a bicycle rider. I have competed at the professional level in many places around the world. Cycling has been a passion for both my wife and I over the years and has always been a big part of our life. Upon moving to the US to compete as professional cyclists we worked in the industry here in Orange County. I have close affiliations with all the local cycling groups and clubs. In 2007 my wife and I, brother - in-law opened a store on the University of California, Irvine Campus. I work closely with UCI Parking and Transportation in helping them grow the bicycle plan. I assist and advise in matters that relate to improving the safety for both the cyclist, pedestrian, and vehicles. In 2008 and then 20091 opened two stores in Newport beach. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport Beach that the Council hereby expands the membership on the Task Force on Cycling Safety to include three at -large members of the cycling community who reside in Newport Beach. BROWN City Clerk TASK FORCE ON CYCLING SAFETY AUTHORIZATION: Established by Resolution No. 2009 -67, adopted on September 22, 2009. MEMBERSHIP: The Task Force shall be composed of members of the City Council; three (3) members of the cycling community who reside in Newport Beach: one (1) citizen representative from Corona del Mar; one (1) citizen representative from the Newport Coast; and one (1) citizen representative from the Balboa Peninsula or West Newport Beachj and three (3) at -large representatives. The representatives of the cycling community and of the identified neighborhoods shall be appointed by the Mayor with confirmation by the full City Council. The Mayor shall appoint the "Task Force Chair. All meetings of the Task Force shall be noticed and open to the public. TERM: The Task Force shall sunset on March 31, 2010, unless extended by action of the City Council. PURPOSE & RESPONSIBILITIES: The duties of the Task Force shall be to make rer,emmendations to the City Council as to: l Improving the safety of streets and highways for cyclists, including but not limited to additional bike lane designations and "Share the Road" signs; 2. Ways to encourage the cycling community to be fully respectful of autos, pedestrians, and all traffic laws (including speed limits especially " along Ocean Front Walk, Back Bay Drive and in the Newport Coast, red lights, stop signs, and their obligation to ride no more than two abreast during group rides); 3.
