PUBLIC HEARING ITEMS: ITEM NO. 2 FLOWER RESIDENCE PARKING REDUCTION (PA2015-065) Site Location: 4024 Channel Place SUMMARY: A conditional use permit to authorize the reduction of off-street parking that occurred in conjunction with the un -permitted remodeling of a 1,100 -square -foot single -unit dwelling. Specifically, a one -car garage was converted into living space, resulting in only one parking space provided on-site, where the Zoning Code requires a minimum of two parking spaces. CEQACOMPLIANCE: The project is categorically exempt under Section 15301, of the State CEQA (California Environmental Quality Act) Guidelines - Class 1 (Existing Facilities). Senior Planner Jaime Murrillo gave a presentation summarizing the applicants' request. The Planning Commission voted to approve the project with the changes to the conditions of approval. AYES: Brown, Hillgren, Koetting, Kramer, Lawler, and Myers NOES: None ABSENT: None ABSTAIN: None City Council Staff Report Page 2 ITEM NO. 3 LANDSCAPE MAINTENANCE CODE AMENDMENT (PA2015-108) Site Location: Citywide SUMMARY: A Zoning Code Amendment to modify Section 20.36.050 (General Landscape Standards) to relax lawn maintenance requirements during a Level 3 water supply shortage consistent with Section 14.16.080 (Level Three Mandatory Water Conservation Requirements) of the Municipal Code and relax all landscape maintenance requirements during a Level 4 water supply shortage consistent with Section 14.16.090 (Level Four Mandatory Water Conservation Requirements) of the Municipal Code. CEQA COMPLIANCE: The project is categorically exempt under Section 15305, of the State CEQA (California Environmental Quality Act) Guidelines - Class 5 (Minor Alterations in Land Use Limitations). Associate Planner Makana Nova gave a presentation summarizing the proposed amendment and the Planning Commission voted to recommend City Council approval. AYES: Brown, Hillgren, Koetting.
