We know that protection, property values, views and walk - ability are all important to the enjoyment and economy of Balboa Island. Please address and consider 2 issues: In the Staff recommendation, it appears that a uniform 9' height around the entire island is proposed. We ask that for the North Bay Front an 8.5' height be used. There are several reasons for this: 1) Tidal surge, overtopping and wave issues do not affect the north side as they do the south side; 2) a height of 9' will impact views of the homes beyond Garnet and Emerald streets at the west end of the island; 3) A height of 8.5' will provide protection and not as much negative impact. Because the plan is to raise the cap if needed in future decades, nothing is lost if this is adopted. 2. The Staff designation of the West seawall ends too far onto the North Bay Front. See attached City diagram. We ask that the end of the West seawall be designated to end 150' closer to the West end of the island than now shown. There are several reasons for this: 1) the North Bay Front does not experience the wave, surge, etc that affects the true West seawall (note that the diagram omits Collins Island, which is a buffer); 2) a higher wall in front of the affected North Bay Front homes will depress property values, and view; 3) the North Bay Front does not curve around to the west until past the 150' mentioned above. Attached are 2005 pictures of water flowing over the City's sea wall and City -owned grassy area which ultimately flooded Island Avenue. Also attached is a copy of my March 7, 2015 letter to Mayor Selich. Over the years, Island Avenue has been periodically inundated with water damaging cars and homes. Several years ago, the City installed a partial fix but left the sea wall .,as is." We were told that the four adjacent homeowners did not want the sea wall raised because it would block their view and create inconvenient access to their docks and boats. Island Avenue residents were not considered in this decision. I am asking that the Council study and recommend raising the Edgewater sea wall to protect our neighborhood. Thank you. Selich City of Newport Beach 100 Civic Center Drive Newport Beach, CA 92660 Dear Mayor Selich: I was pleased to read of the projects you discussed at the NB Chamber's monthly Wake Up meeting. Of particular interest to me is the focus on sea wall rehabilitation. I live on Island Avenue on the Peninsula and, unfortunately, our past and future potential flooding has not been effectively addressed by the City. I am participating in the City's CERT program. One of the two pictures in the City's CERT handbook, (see copy of enclosed page 30) shows the 2005 flooding at the entrance to Bay island. Island Avenue ends at Bay Island. Also enclosed are pictures of Island Avenue in 2005 and of water flowing over the sea wall on Edgewater. The City has clearly identified our street as a "poster child" for flooding. Does the City bear any liability for failing to address the need to raise the sea wall? Several years ago, instead of raising the sea walls in front of the homes on Edgewater between Island and Lindo, a temporary measure was taken. The city discussed the flooding potential with the Edgewater owners and a partial fix was constructed. According to Fong Tse of the City, the homeowners' position was "adamant" that they did not want the sea wall raised as it would block their view and create inconvenient access to their docks and boats. This decision was made without contacting any of the residents whose homes have been most severely affected by flooding. For your information, the sea wall protects the City's grassy area in front of the homes. It is public land, not private. Past floods have damaged cars and homes, yet the sea wall has not been raised. It is disappointing that the City would honor the aesthetic wishes of a few homeowners instead of protecting an entire street. It would be appreciated if you would refer my concern to the appropriate department with the hope that a remedy could be effected. I would like a reply to my letter. I have read the staff power point presentation. I grew up on Grand Canal and continue to enjoy living at the same address. I have closely followed the discussion about seawall replacement for over 5 years. I serve as a member of the Balboa Island Improvement Association Seawall Committee. I would like to make 3 comments: 1. Balboa Island, in my opinion, is one of the crown jewels of Newport Beach. People travel from near and far to see our harbor and walk the boardwalk surrounding Balboa Island. This public right of way provided by the seawall and sidewalk structure is a unique and special element that benefits the entirety of Newport Beach. It is - a common use public asset just like important city streets. As I consider the list of options for financing the much needed seawall improvement, the option of a special benefit assessment should not be considered. The seawall replacement should be funded like any other broad use community asset. Funding from the General Fund and/or capital bonds would be reasonable considering the long life and widespread public use of this asset. 2. 1 personally think that Option B, rebuilding the most vulnerable seawalls and cap extensions for the remainder, is sensible and the option providing the highest value to taxpayers. The option to do temporary repairs on the Grand Canal is shortsighted, creates liability for seismic failure and blowout of the sheet pile and will most likely be more costly in the long run. I believe that it is urgent to move forward on Option B since it will take considerable time to complete this work. 3. Finally, while awaiting the implementation of a construction plan, the Grand Canal seawall, built well before the Great Depression, needs to be supported by dredging or otherwise placing sand along the decaying seawall to help hold it up. This will reduce the risk of a structural failure while awaiting a permanent solution. We think walls should be repaired and topped an inch or two only where needed for current needs. I have heard that there has been talk of parking meters on Balboa Island to help pay for this.
