Alternate side -tie locations are available. • Side ties yield more space without removing a slip renter. • Water / Power available — new pedestals needed. • Access to Galley, Basin Marine and other stores. • Time limit. enforcement. Proposal • Establish short term side ties • Easy access to Galley and Basin Marine • Time limits: 1 -3 hours ? Need plan for enforcement. • Relocation of 2 slip occupants. I Improve access for mooring permittees to reach vessels in mooring fields. Proposal: • Floating dock with rack storage for dinghies • Open water behind E- Dock I • 15 -20 capacity • Permit system • Small, narrow channel exists next to groin (Beacon Bay). Sailboat relocated. • Also access via pump - out dock • Agency permits required • Outreach to BYB tenants Example: American Legion rack system • Racks for lightweight dinghies /kayaks inside existing storage space in back corner • Longer walk to water • NMFS vessel (no charge) would vacate • Very close to apartment tenant and Beacon Bay • Limited hours for access (noise) • Good use of space yet challenging • Outreach to BYB tenants Idea #1 • Racks for lightweight dinghies /kayaks near enclosure at end of lot • Occupy 3 -4 parking spaces • Install slats in fence for visual barrier for Beacon Bay • Possible security camera added here • Outreach to BYB tenants racks E -Dock I Proposal • Install new float for visitor access • Add to existing pier platform at E- Dock. • New gangway needed • Lots of unused water space • Could impact side -tie D -1 • Agency permits required E -Dock � D -Dock .;.A M M Next Steps Guidance from Council to: • Study further and return with detailed plan / costs or • Postpone project Staff has inserted a placeholder in 2011 /2012 CIP proposed budget for $25k r Questions Chris Miller Harbor Resources Manager (949) 644 -3043
