Brown, City Clerk PHONE: (949) 644 -3005 TITLE: Appointment to the Finance Committee ABSTRACT: A vacancy currently exists on the Finance Committee. Pursuant to City Council Policy A -2 (Appointments to Boards, Commissions, and Committees), the Maddy Act, and Resolution No. 2015 -5, the City Council can confirm the recommended appointment made by Council Member Duffield to fill the vacant seat. The term expires on January 27, 2016. RECOMMENDATION: Confirm Council Member Duffield's appointment of William O'Neill to serve on the Finance Committee for a term expiring on January 27, 2016. FUNDING REQUIREMENTS: There is no fiscal impact to this item. DISCUSSION: On July 1, 2015, the City Clerk was notified that Jack Wu resigned from the Finance Committee. Pursuant to the Maddy Act and City Council Policy A -6, the City Clerk posted the Vacancy Notice on July 1, 2015, and had it published on July 4, 2015. Applications were due at noon on July 17, 2015. On January 13, 2015, the City Council adopted Resolution No. 2015 -5 which, among other things, amended the membership of the Finance Committee so that the four Council Members who were not appointed to the Finance Committee would recommend four individuals, subject to approval by the full City Council, to serve as Citizen Advisors. Each Citizen Advisor's term would last one -year, but reappointments could be made annually. With the resignation of Jack Wu, Council Member Duffield reviewed the applications received and is recommending that William O'Neill serve as his Citizen Advisor representative. Mr. O'Neill's application is included as Attachment A. If appointed, Mr. O'Neill will serve the remainder of Mr. Wu's term, but is eligible to reapply for additional one -year terms. 13 -1 ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
