Harkless, City Clerk 949 - 644 -3005 lharkless@city.newport-beach.ca.us SUBJECT: MODIFICATION TO THE COMPOSITION OF THE COUNCIL /CITIZENS AD HOC AVIATION COMMITTEE RECOMMENDATION: Adopt Resolution No. 2003 -_ modifying the composition of the Council /Citizens Ad Hoc Aviation Committee. DISCUSSION: Background: At the City Council meeting of January 28, 2003, it was discovered that there were aspects of the previously adopted resolutions that required clarification as to the residency requirements and the method of appointment for the members and alternates. The resolutions were clear that the regular members must reside in the district from which they are nominated, however were silent on the district residency issue for the alternates. The City Attorney and City Manager's interpretation was that, if the alternate is to serve in place of the person appointed, the alternate should also be from the district in which they are appointed. Also, in order to be consistent with the appointment method of other Council /Citizens committees, the appointments are to be confirmed by the full City Council. The proposed resolution clarifies those issues. Environmental Review: None Submitted by: LaVonne M.
