Cit of Newport Beach General Services Department Proposed Refuse Collection Schedule Changes City Council Study Session February 25, 2003 Refuse Division ■ The Refuse Division consists of 31 employees who are responsible for collecting and transferring residential refuse throughout the City ■ Refuse is collected from over 27,500 residents weekly and transported to the City Yard where it is consolidated and transported to a recycling facility at Stanton ■ Refuse is collected Monday through Friday as well as on Saturdays during the summer months (West Newport Beach and Balboa Island rental properties) and holiday weeks (entire City) The Need for A Schedule Change (Continued) ■ By transferring 10 tons of refuse from the Friday collection routes and distributing this tonnage throughout the week, refuse crews can continue operating a lighter Monday collection route and decrease the additional tonnage on Friday's route — This proposal will help eliminate overtime and accumulated paid leave on Fridays — The proposal will also provide more uniform tonnage collection amounts throughout the week — Probable decrease in workers' injuries due to a more balanced schedule — Reduce liability from operating in peak traffic periods The Need for A Schedule Change ■ The current refuse collection schedule has its heaviest collection day on Friday — The Monday collection day is left intentionally light to facilitate the heavier summer schedule and the Equipment Maintenance BIT schedule — The Friday collection day, in the Northeastern part of the City, is the farthest from the Corporation Yard — Fridays often result in the refuse crew returning late to the Corporation Yard due to a heavy schedule and peak traffic causing overtime pay and accumulated time off Current Refuse Collection Statistics a a H 180 160 140 120 100 80 60 40 20 ID Monday* Tuesday Wednesday Thursday Friday Collection Day • Monday* • Tuesday • Wednesday ❑ Thursday ■ *Mondays are left intentionally light to accommodate the heavier summer schedule and and Equipment Maintenance BIT schedules.
