SUBJECT: BUDGET AMENDMENT TO APPROPRIATE FUNDS - BIKEWAYS AND
TRAILS
RECOMMENDATION:
Approve a Budget Amendment appropriating $57,933 from Bikeways and Trails Fund
No. 292 to Account No. 7283- C5100543.
DISCUSSION:
In Resolution 92 -34, Council authorized submittal of an application to the Orange
County Transportation Authority (OCTA) for funds to construct pedestrian and bikeway
facilities. These grant funds were made available as a result of SB -821.
Over the years, the City has received funds from OCTA for this purpose and in turn has
used these grant funds to construct ADA and other improvements. It has been
determined there is $57,933 available and staff requests approval to appropriate these
funds to the current budget. These monies can be made available for the oceanfront
bikeway improvements in the Balboa Village project.
Environmental Review: Not applicable
Funding Availability: The funds are available but have not been appropriated in the
current budget.

RESOLUTION NO. 92 -34
A RESOLUTION OF THP CITY COUNCIL OF THE CITY OF NEWPORT BEACH
AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO SUBMIT AN
APPLICATION TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY
AND THE SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS FOR
THE CONSTRUCTION OF PEDESTRIAN AND BIKEWAY FACILITIES
(RE. 1992 -93 BB-821 FUNDING PROGRAM)
WHEREAS, SB -821 provides that 2% of each County's total Local
Transportation Fund (LTF) be annually set aside and used to fund the
development of bicycle and pedestrian facilities; and
WHEREAS, the City of Newport Beach has a bikeway and pedestrian
system in conformance with specifications of Caltran's Planning and
Design Criteria for Bikeways in California and the Regional ; and
WHEREAS, the City of Newport Beach desires to construct the
Master Plan bikeway and pedestrian improvements within the City of
Newport Beach;
NOW, THEREFORE, BE IT RESOLVED that the City of Newport Beach
shall apply to Orange County.Transportation Authority and the Southern
California Association of Governments, as follows:
1. To adopt the Bikeway System in conformance with the
specifications of Caltrans' Planni_n_a and Design— Criteria
for Bikeways in California and the Regional Transportaion
Plan.
2. Apply for all funds available to the City of Newport Beach
which are allocated for bikeways and pedestrian
facilities; and
3. Authorize the City Manager, or his designee, as the City's
authorized signatory and designated contact person.
