RECOMMENDATION: Approve a Budget Amendment No. 16BA -004 to increase revenue estimates by $11,364.00 in Account 0106051 - 511085 (Library Foundation Donations) and to increase expenditure estimates amounts in Division 0106051 (Library Foundation Donations) and Division 01060604 (Literacy). FUNDING REQUIREMENTS: The Budget Amendment records and appropriates $11,364.00 in additional revenue from a donation made by the Newport Beach Public Library Foundation in increased expenditure appropriations. The revenue will be posted to the Library Foundation Donations account in the Library Department, 0106051 - 511085, and the purchase will be expensed to the Library Accounts indicated below: . 0106051 - 911039 (Furniture & Fixtures) $2,500.00 -Furnishings for the Children's Room at the Central Library; . 0106051 - 841052 (Library Materials) $7,125.00 - BluRays, DVDs, eBooks & books for children; . 0106051 - 841015 (Special Dept. Supplies) $239.00 - Corona del Mar project; . 01060604- 711003 (Salaries — Part Time) $1,500.00 - Library Literacy Program. DISCUSSION: A donation from the Newport Beach Public Library Foundation in the amount of $11,364.00, represents specific gifts from donors to add to the Library Collections, and enhance services to the Branch Libraries, Children's Services and the Library Literacy Program. 12 -1 ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
