Mike: The list for the New Proposed Tree Policy. The inclusion of height and spread, and availability, are useful.
A suggestion - note which trees are OC native on the list. Several of the 'available' trees are native, and that information
may be useful to members of the public.

Re: Study Session Agenda Item SS5 Tree Policies
Gentlepersons:
I am the President of the Harbor View Hills Community Assn.
I want to bring to your attention that for over 50 years, our Association has required
essentially all of our residents to trim the trees on their property to the height of their roof
to protect the bay and harbor and ocean views of the Association member homes above
them.
I have lived in my home for many decades, and in my experience, essentially all of our
147 homeowners have agreed to these regulations. Our homeowners understand that our
views are the backbone of our property values.
The City owns trees in the parkways on the streets that cut across our neighborhood. If
the City trees are allowed to grow above the height of the trees on the adjacent private
property, it would obliterate the bay, harbor and ocean views our neighborhood has
protected for over 50 years.
For over 50 years the City has respected our restrictions and kept its trees down to the
height of the trees on the adjacent private property.
We also have worked with the City to reforest the original Ficus trees and plant parkway
trees that can be more easily maintained at the roof line height.
This public - private partnership has worked for over 50 years and preserved the views in
our neighborhood. A true win win.
It is my hope that the Council will assure that this revision to the City tree policies will
not undermine my Board's ability to see that the City and private trees in our
neighborhood are kept to the roof heights to protect our views which are the basis of our
property values.
