SUBJECT: Accept Assistance to Firefighters Grant
RECOMMENDATION:
City Council accept Federal Emergency Management Agency's United States Fire
Administration Assistance to Firefighters Grant for $18,375.00 in funding for the
"Newport Beach Fire Safety Ladder" public education program.
2. City Council approve a Budget Amendment BA appropriating the $18,375.00
grant funds and the needed 30% matching funds of $7,875.00 into Fire Department
Public Education account 2354 -8200.
DISCUSSION:
In FY 2002, the Federal Emergency Management Agency (FEMA) United States Fire
Administration (USFA) announced the availability of grants for fire agencies to enhance
their abilities with respect to fire and fire- related hazards.
In reviewing the criteria, the department chose to create a program, "The Newport
Beach Safety Ladder," intended to benefit our community through public education.
The Newport Beach Safety Ladder is built around the production of an interactive
CD /DVD with video segments focused on public safety education. This form of media
provides the opportunity to capture the attention of our community and distribute a large
amount of vital and interesting safety information at an extremely low cost. Importantly,
the Newport Beach Safety Ladder will allow us to reach our target populations of
children, seniors and visitors. These three segments of our population comprise the
highest percentage of accidents and fatalities. While this concept of a CD /DVD
educational tool relies heavily on technology, we have found that there is a need for a
more interactive message to enrich the efforts of fire prevention and public education.
This program will be beneficial to the Newport Beach community because it will provide
a comprehensive public education tool, including Fire Safety, Accident Prevention,
Recreational Safety, Smoke Alarms, Family Emergency Plans, Kitchen Safety, Home

Exit Drills, Disaster Preparedness, and Basic First Aid. Each of these subjects will be
treated as a "rung" in the metaphor of the "Safety Ladder," with each rung
demonstrating the importance of a multi- faceted approach towards safety. Research
has shown that children and adults both retain more when information is presented in
multiple forms. This program is able to combine interactive information and video into
one tool, therefore increasing the actual comprehension of fire prevention and safety
education. This CD /DVD will be distributed at multiple levels, including the local school
district, the Chamber of Commerce, local hotels, the local visitor's bureau, and other
fire - related organizations. The "Safety Ladder' program can be easily copied and
replicated with simplicity in cities across the nation. The production of CD /DVD copies
is far cheaper than any alternative educational tool, including the production of
brochures, videotapes and in- person presentations. Copies will also be provided via an
Internet download on the Newport Beach Fire Department Website. Public education
and awareness are key elements in preventing fires, accidents and even disasters. The
Newport Beach Safety Ladder provides the optimum tool to produce fire prevention and
community education in an efficient and effective manner.
In January, the Department's grant application was approved by FEMA.
In accordance with council policy, the Fire Department requests Council to accept this
grant funding, appropriate the 30% matching funds and deposit all funds into the Fire
Department Operation Division account 2354 -8200.
