SUBJECT: CLIFF DRIVE PARK IMPROVEMENTS —APPROVAL OF
PLAYGROUND EQUIPMENT PURCHASE
RECOMMENDATION:
Approve the purchase of new and replacement playground equipment from Coast
Recreation, Inc., for Cliff Drive Park for a total contract price of $37,694.
DISCUSSION:
David Volz Design, Landscape Architect, was selected by City staff to redesign the
playground area at Cliff Drive Park. The project plans and specifications are now
complete and will be going out to bid in a few weeks. The redesign of this park is
necessary to improve ADA accessibility. Included in the park redesign is the
replacement of the existing playground equipment.
The selected replacement playground equipment for this site uses unique components
and each component is integral to the overall design concept which must comply with
current safety codes and ADA access standards. It is for this reason that staff
recommends that this equipment be purchased from the firm in a sole source manner.
Staff has negotiated with the firm to set the cost of the equipment necessary to
construct the selected design.
Upon City Council approval of this equipment purchase, staff will order the equipment
and solicit bids to install the equipment in conjunction with the overall project to build the
revised park. The playground equipment will take two months to manufacture. Staff
anticipates a construction contract for Cliff Drive Park will be awarded in late May with
the construction occurring in early summer.
Environmental Review:
Under the California Environmental Quality Act Implementing Guidelines (CEQA), staff
has determined a Notice of Exemption is appropriate for this project. This project
qualifies for a categorical exemption pursuant to Section 15302 (Class 2, Replacement
or reconstruction of existing structures or facilities on the same site having substantially
the same purpose and capacity) of the CEQA Guidelines and recommend Council
approval of the Notice of Exemption. The Notice of Exemptions were filed with the
County of Orange.
Funding Availability:
Funding is currently available within the City's FY 2002/03 budget utilizing State Park
Bond funds from Proposition 12.
