DISCUSSION: At 10:00 A.M on May 13, 2003, the City Clerk opened and read the following bid for this project: BIDDER TOTAL BID AMOUNT Low American Asphalt, South $228,800 Only one bid was received and it was over 10% higher for bid Alternate "A" (standard slurry) and over 12% for bid Alternate "B" (rubberized slurry) than the respective engineers estimates. This project provides for slurry sealing 685,000 square feet of roadways and 355,000 square feet of parking areas in various locations throughout the City. Selected failed sections of pavement are to be repaired prior to placement of the slurry seal, all water valves are to be replaced and adjusted to. grade, and new pavement striping will be installed. Although the Request for Bid was appropriately advertised in conformance with City bid procedures, the Construction Information Services referred to by the majority of contractors inadvertently failed to advertise this project. Therefore the subscribing contractors did not know this project was available for bid. Staff recommends rejecting the one bid received and re- advertising the project to obtain competitive bids. Subject: 2002 -2003 Citywide Slurry Program — Award of Contract No. 3559 May 27, 2003 Page: 2 Environmental Review: This project was determined to be exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15302 of the CEQA Implementing Guidelines. This exemption covers the maintenance and alteration of existing public facilities with negligible expansion of the facilities in areas that are not environmentally sensitive. The project involves slurry sealing of existing asphalt concrete roadways and parking areas. Funding Availability: Not applicable at this time. Prepared by: Sean Crumby, P.E.
