HomeMy WebLinkAbout19 - Purchase of Cardiac Monitor-DefibrillatorsCITY OF NEWPORT BEACH CITY COUNCIL STAFF REPORT Agenda Item No. 19 June 24, 2003 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: Fire Department Tim Riley, Fire Chief, 644 -3101, triley @city.newport- beach.ca.us SUBJECT: Purchase of Replacement Cardiac Monitor /defibrillators for Use by Fire Department Paramedics RECOMMENDATION: The City Council approve the purchase of six Zoll cardiac monitor defibrillators with 12- lead electrocardiography for our paramedic units at an amount not to exceed $110,000. Authorize budget amendment to transfer $80,000 from the General Fund Unappropriated Reserve to account 2340 -9300 to fund purchase of cardiac monitors. DISCUSSION: Currently, we have six cardiac monitor defibrillators that were purchased in the 1996/97 budget. Technology has dramatically changed the capabilities of cardiac equipment over the last seven years. We have been informed that the manufacturer of our current units will no longer support them with replacement parts beginning in 2006. Not only has technology improved, but also medical knowledge has greatly expanded for the care of acute myocardial infarction (AMI), otherwise known as a heart attack. Damage to the heart is time- dependent. Typically, there is little damage if the blood vessel blockages are reversed within the first hour. The second to fourth hour is when most cardiac damage occurs. By the sixth hour, myocardial damage is complete. Major hospitals in our county now have cardiac catheterization centers with the capability to rapidly restore blood flow to the heart. Purchase of Replacement Cardiac Monitor /defibrillators for Use by Fire Department Paramedics June 24, 2003 Page 2 Hoag Hospital has developed new treatment strategies to decrease the time it takes to get the AM] patient to the cardiac catheterization center for advanced treatments. A 12- lead EKG must be obtained by paramedics in the field and early notification given to the hospital emergency room physician to implement the new protocols. 12 -lead EKGs obtained by the paramedics definitely decrease the amount of time spent in the emergency department, which leads to rapid cardiac treatment. We are strongly encouraged by our medical experts at Hoag to be more active partners in delivering advanced cardiac care for our Newport Beach citizens and visitors. There are two major manufacturers of cardiac monitors with 12 -lead capability. Our paramedics field tested both of their devices. The majority recommended Zoll. Although the pricing from both manufacturers is comparable, the paramedics found the Zoll device easier to use, displayed better screen visibility in bright sunlight, had reliable automatic blood pressure capability, and the paper was easier to use and replace. Environmental Review: This Staff Report has no requirement for Environmental Review. Funding Availability: It will cost approximately $110,000.00 with tax and shipping costs to purchase six units. We currently have $30,000 in account 2340 -9300. The Administrative Services Director recommends we fund the $80,000.00 balance from the General Fund Unappropriated Reserve and eliminate our 2340 -9300 account from our FY 2003/04 budget. Alternatives: Continue to use existing equipment and risk breakdowns and unavailability due to aging parts and increased repairs.
