Alford, Senior Planner (949) 644 -3235 Palford@city.newport-beach.ca.us SUBJECT: Extension of the term of the LCP Certification Committee ISSUE: Should the City Council extend the term of the Local Coastal Program (LCP) Certification Committee? RECOMMENDATION: Adopt Resolution No. 2003- (Exhibit A) extending the term of LCP Certification Committee. DISCUSSION: On January 8, 2002, the City Council adopted Resolution No. 2003 -006, which established the LCP Certification Committee to provide direction and oversight to staff during this LCP certification process. The resolution provided that the term of the Committee shall end on July 1, 2003 or upon the approval and certification of the Local Coastal Program by the California Coastal Commission, whichever occurs first. The LCP is still being prepared. Therefore, the oversight and direction of the LCP Certification Committee is still needed. Staff suggests that the term be extended until such time as the Coastal Commission acts upon the draft LCP. Environmental Review: Not subject to CEQA, as the activity is not a project, as defined in Section 15378(b)(4). Public Notice: None required. Prepared by: Patrick J. Temple Planning Director L RESOLUTION NO. 2003- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH EXTENDING THE TERM OF THE LOCAL COASTAL PROGRAM CERTIFICATION COMMITTEE WHEREAS, the City Council adopted Resolution No. 2002 -006, establishing the Local Coastal Program Certification Committee; WHEREAS, the City Council of the City of Newport Beach has determined that the term Local Coastal Program Certification Committee needs to be extended in order to continue to provide direction and oversight to staff during this certification process. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport Beach that the term of the Local Coastal Program Certification Committee shall be extended until such time as the California Coastal Commission takes action on the draft Local Coastal Program.
